ANC 3F RESOLUTION SUPPORTING RESIDENTIAL
PERMIT PARKING FOR THE SOUTH SIDE OF THE 3700 AND 3800 BLOCKS OF UPTON STREET,
N.W.

WHEREAS, at a duly noticed ANC
meeting on March 13, 2006, ANC 3F considered several traffic calming measures
proposed by the District Department of Transportation (DDOT) for the 3600-3800
blocks of Upton Street, N.W., one of which was to remove all on-street parking
from the south side of the 3700 and 3800 blocks of Upton Street; parking on the
south side of the street currently is unrestricted; and
WHEREAS, in Resolution 06-06, ANC 3F opposed removal of all parking, and instead recommended that “the south side of Upton Street from 37th Street to Wisconsin Avenue be restricted to Ward 3 residential permit parking” because
Approximately 42-44 parking spaces would be lost if [removal of all parking] were adopted. Much of the discussion has focused on commuters, shoppers, and visitors to The Washington Home parking on Upton Street during the day, particularly on the unrestricted south side of the street. Observation shows, though, that a significant number of residents also park their cars on the south side of the street. Both sides of the 3800 block of Upton Street are almost fully parked at all times of day and night. Overnight parking includes many of the same cars, leading to the conclusion that these cars belong to residents. Residents of the 73-unit apartment building on the corner of Upton and Wisconsin Avenue say they park on Upton Street. If parking were removed on the south side of Upton Street, approximately 20 cars of residents would have to be parked elsewhere in the neighborhood, where parking already is high. As a result, Upton Street residents, as well as those of nearby streets, could have difficulty finding parking on their blocks even when commuters, shoppers, and visitors to The Washington Home have left for the day;
and
WHEREAS, by Notice # 06-53-TS, DDOT informed ANC 3F that it intended to retain parking on the south side of Upton Street but to install parking meters in this residential zone because of “the lack of turnover parking for patrons of Wisconsin Avenue businesses and requests from residents”; and
WHEREAS, ANC 3F opposes the use of a residential street like Upton Street as a parking lot for businesses on Wisconsin Avenue; and
WHEREAS, ANC 3F has not found any residents that are in favor of parking meters on the south side of Upton Street; in fact, residents of the 3700 and 3800 blocks have told ANC 3F that they strongly oppose parking meters because they could find themselves having to pay the meters to park on their own blocks or having to park far from their homes; and
WHEREAS, residents of the 3700 and 3800 blocks of Upton Street, as well as The Washington Home, the adjacent property owner on the south side of the 3700 block of Upton Street, support residential permit parking on the south side of the street;
THEREFORE BE IT RESOLVED THAT: ANC 3F strongly recommends and urges that DDOT place the south side of the 3700 and 3800 blocks of Upton Street, N.W., in the zone for Ward 3 residential permit parking, 7:00 am to 6:30 pm -- Monday through Friday, just like the north side of the street.
This resolution was adopted by a vote of 6-0-0 at a duly-noticed public
meeting on September 18, 2006, with a quorum present (a quorum being
four).
