ANC 3F RESOLUTION RECOMMENDING CHANGES

TO THE DRAFT LAND USE MAP

WHEREAS, ANC 3F Commissioners and several members of the community met with Barry Miller, Associate Director of the DC Office of Planning for the Comprehensive Plan, on December 15, 2005, to identify errors and discuss revisions to the draft Land Use Map to accompany the revisions to the DC Comprehensive Plan;

THEREFORE BE IT RESOLVED THAT: ANC 3F recommends that, in addition to correcting several small errors on the draft Land Use Map, the Office of Planning make the following substantive revisions:

• The land being used by institutions operating under special exceptions and use variances should be shown as the underlying zoning, i.e., “low density residential” if located in such an area, rather than “institutional” because when the special exception or use ceases, the land should revert to its original use;
• Embassy residences should be shown as the underlying zoning, not “institutional” use;
• All the land zoned R-2 on the south side of the 2900 block of Tilden Street, NW, should be shown as “low density residential” to conform to existing zoning;
• The commercially-zoned areas along the east side of Wisconsin Avenue between Upton and Van Ness Streets and between Veazey and Warren Streets, which include both commercial and residential uses, should be shown as “mixed use”; and

BE IT FURTHER RESOLVED THAT: ANC 3F recommends the following additional actions:

• The Comprehensive Plan should include another map showing institutions operating under special exceptions and use variances, as well as a map of planned unit developments;
• Two areas zoned R-5D south of Tilden Street near Rock Creek Park that are designated “low density residential” on the land use map and not improved to R-5D density should remain “low density residential” on the Land Use Map, but zoning changes should be pursued to address the consistency issue;
• The University of the District of Columbia should prepare a campus plan.

Approved by a vote of 7-0-0 at a duly noticed public meeting of ANC 3F on January 9, 2006, with a quorum present (a quorum being 4).
