ANC 3F RESOLUTION REGARDING TRAFFIC CALMING MEASURES

 FOR THE 2800/2900 BLOCK OF DAVENPORT STREET, N.W.

WHEREAS, the 2800/2900 block of Davenport Street, N.W. is located within ANC 3F; and


WHEREAS, on November 18, 2002, ANC 3F voted to support a petition signed by nine of the ten households in the 2800/2900 block of Davenport Street, requesting traffic calming measures; and


WHEREAS, on November 19, 2002 ANC 3F sent a letter to DDOT requesting that traffic calming devices be installed at the earliest possible date; and


WHEREAS, on February 15, 2005 DDOT advised ANC 3F that a traffic calming study had been initiated for the 2800/2900 block of Davenport Street; and


WHEREAS, the DDOT traffic calming study proposed the following recommendations to address the issues of cut-through traffic, speeding and residential safety:


            ● Median islands at two locations along Davenport Street, near Linnean Avenue and at the 5+00 station.


            ● Longitudinal mini-curb median strips at three locations along Davenport Street, at the 4+00 station, 8+00 station, and the 10+00 station.


            ● One warning sign in each direction at least 100 feet prior to the raised islands. Small reflective diamond-shaped signs at both ends of the islands as a safety measure.


            ● Reconstruction of the traffic barrier to protect against the steep slopes along the side of Davenport Street.


WHEREAS, ANC 3F considered the DDOT recommendations at a public meeting, with proper notice, and quorum present on March 21, 2005, receiving testimony from DDOT and residents, and


WHEREAS, on April 18, 2005 adopted Res 05-11 supporting one median island, raised pavement markers and reconstruction of the traffic barrier, and


WHEREAS, in June 2005 DDOT issued a final report providing for one median island, raised pavement markers and reconstruction of the traffic barrier, and


WHEREAS, on September 19, 2005 ANC3F received testimony from the residents of Davenport Street that they wanted to further review the proposed traffic calming recommendations, and


WHEREAS, on October 17, 2005 it was the sense of the residents of the 2800/2900 block of Davenport Street that there should be:


            ● Median island defined by reflective raised pavement markers.

 

           ● Reflective raised pavement markers along the center line of the roadway from Broad Branch Road to Linnean Avenue.

 

           ●Reconstruction of the traffic barrier on the south side of Davenport Street with a barrier made of Cor-Ten or “weathering steel”.


            ●Appropriate signage including “hidden driveway”, “curve” and “speed limit” signs.


            ● Mirrors for driveways at 2851 and 2855 Davenport Street.


THEREFORE, BE IT RESOLVED, ANC 3F recommends and urges that the above traffic calming measures for the 2800/2900 block of Davenport Street, N.W. be installed.


BE IT FURTHER RESOLVED THAT, ANC 3F requests that the plans for the proposed reconstruction of the traffic barrier be provided to the ANC3F for review and approval prior to installation.




 

Adopted October 17, 2005, at a duly noticed public meeting with a quorum (a quorum being four) present by a vote of 6-0-0.
