ANC 3F RESOLUTION REGARDING PROPOSED NEW “ALTERNATIVE
D-1" TO THE DRAFT GENERAL MANAGEMENT PLAN, ENVIRONMENTAL IMPACT STATEMENT
ROCK CREEK PARK AND THE ROCK CREEK
AND THE POTOMAC PARKWAY

WHEREAS: in March 2003 the National Park Service (NPS) issued a Draft
General Management Plan, Environmental Impact Statement for Rock Creek Park
and the Rock Creek and Potomac Parkway (DEIS/GMP) with the following four
alternatives for public comment:
Alternative A: Improved management of established park
uses.
Alternative B: Continue current management/No action.
Alternative C: Nonmotorized recreation emphasis.
Alternative D: Mid-weekday recreation enhancement; and
WHEREAS: comments on the DEIS/GMP were due 90 days from March 28,
2003; and
WHEREAS: on May 19, 2003, ANC 3F approved Resolution 03-08 recommending
that the NPS:
1. Adopt Alterative B: Continue current management/No
action; and
2. Adopt the proposals in Alternatives A, C and D to (a)
upgrade park trails, (b) increase use of park historic resources for interpretive
and educational purposes, (c) improve park introduction and information services,
and (d) relocate park administrative facilities and U.S. Park Police substation
outside the park; and
WHEREAS: sometime after the close of the comment period for the DEIS/GMP
and without notice the NPS added a new alternative to the DEIS/GMP labeled
Alternative D-1; and
WHEREAS: it is reported that Alternative D-1 provides for the closure
of Beach Drive from Broad Branch Road to Joyce Road for motorized vehicles
and the use of Ross Drive during non-rush hour periods; and
WHEREAS: Beach Drive between Broad Branch Road and the Boulder Bridge
and Ross Drive between Broad Branch Road and Military Road are located in
ANC 3F; and
WHEREAS: the closure of this section of Beach Drive would seriously
impact the residents of ANC 3F and other areas; and
WHEREAS: ANC 3F and the residents of ANC 3F have not had the opportunity
to review NPS data on proposed Alternative D-1 and to comment on proposed
Alternative D-1; and
THEREFORE, BE IT RESOLVED THAT; ANC 3F recommends and urges that the
National Park Service issue a Revised Draft General Management Plan, Environmental
Impact Statement for Rock Creek Park and the Rock Creek and Potomac Parkway
which includes proposed Alternative D-1 for public review and comment including
a public hearing; and
BE IT FURTHER RESOLVED THAT: that the Revised Draft General Management
Plan, Environmental Impact Statement include a transportation study
for proposed Alternative D-1. ______________________________________________________________________________
Approved by a vote of 5-0-0 at a duly noticed public meeting on June 21,
2004, with a quorum present.
