ANC 3F RESOLUTION REQUESTING TRAFFIC CALMING MEASURES
AROUND SHERIDAN SCHOOL

WHEREAS, the Sheridan School, located at 4400 – 36th Street, N.W., is within the boundaries of ANC 3F; and

WHEREAS, the Sheridan School is an independent school for over 200 students in grades K through 8, who live throughout the metropolitan area and travel to school primarily by car and on foot; and

WHEREAS, the school has requested traffic calming measures on the streets leading up to and surrounding its campus; and

WHEREAS, nearby residents also have requested traffic calming measures, citing  significant cut-through traffic, speeding on their blocks, and failure of vehicles to stop at stop signs; and

WHEREAS, representatives of Sheridan School and nearby residents appeared at an ANC 3F meeting on April 29, 2002, and presented a petition requesting specific traffic calming measures signed by 67 residents of the 3500 and 3600 blocks of Alton Place, N.W., the 3500 block of Yuma Street, N.W., and the 4300 and 4400 blocks of 36th Street, N.W., all blocks where the traffic calming measures would be installed; and

WHEREAS, these signatories represent 58 households, or 68.2 % of the total 85 households on these blocks; and

WHEREAS, the School Proximity Traffic Calming Act of 1999 authorizes the Mayor to install traffic control devices in school zones within the District after completing an investigation; and

WHEREAS, the specific traffic calming measures endorsed by the community were designed by Clarissa Byrd, former Ward 3 Traffic Engineer, at an onsite visit to the Sheridan School zone on February 19, 2002;

THEREFORE, BE IT RESOLVED, that ANC 3F supports the petition and requests that the following measures be installed to calm traffic around Sheridan School:

• Rumble strips -- That rumble strips be placed as follows:
 1. On Alton Place, N.W., east and west of the intersection with 36th Street (3500 and 3600 blocks of Alton Place);
 2. On Alton Place just east of the intersection with Reno Road (3600 block of Alton Place);  and
 3. On 36th Street, NW, between Yuma Street and Alton Place (4400 block of 36th Street).

 It is understood that all strips will be placed 100 feet back from the stop sign, adjusted for driveways.  They will be in groups of 10, with each strip 6 inches wide at the base and approximately 240 mil. thick.  They will extend almost from curb to curb, but allow space to park close to the curb.  Because the 4400 block of 36th Street is a short block, the set of rumble strips will most likely be placed mid-block.

• 15 mph school zone signs –
 That signs be placed on all streets up to 300 feet from the school building: on 36th Street north of Alton and south of Yuma; on Yuma Street; and on Alton in the 3500 and 3600 blocks.  The existing sign in the 3600 block of Alton near Reno Road should be moved closer to the school building, where it would be more visible.  That signs be Beacons (“flashing”)  if DDOT will furnish and install this type of signage.

• Crosswalks at Alton and 36th –
 That all 4 crosswalks be striped. Pedestrian crossing signs can be placed on posts pointing to the crosswalks to make drivers more aware of them.

AND BE IT FURTHER RESOLVED, that ANC 3F requests that DDOT study additional traffic calming measures for the other blocks surrounding and leading up to Sheridan School.

Adopted by a vote of 4 - 2 - 0 at a duly-noticed public meeting of ANC 3F on April 29, 2002, with a quorum of its seven commissioners present.
