WHEREAS, Connecticut Avenue, N.W., from the 3600 to the 5000 block, lies within the boundary of ANC 3F; and

WHEREAS, morning and evening rush hour parking restrictions of “NO STANDING, NO PARKING” apply to the curb lane of the west side of Connecticut Avenue for its entire length within ANC 3F, that is from Porter Street on the south to Nebraska Avenue on the north; and

WHEREAS, the restriction on NO STANDING is not clearly marked on the west side of the 4400 block of Connecticut Avenue between the intersection of Albemarle Street and the first driveway to the south, although “NO PARKING ANYTIME” signs are posted in this area and both “No PARKING ANYTIME” and “NO STANDING OR PARKING” during AM and PM rush hour signs with  arrows pointing both ways are posted on the other side of the driveway; and

WHEREAS, during both morning and afternoon rush hours, a line of standing cars habitually forms in the curb lane at this location waiting to enter a car wash, in violation of the NO STANDING restriction; and

WHEREAS, ANC 3F has received numerous complaints about this line of standing cars, which poses great danger to cyclists and motorists traveling on Connecticut Avenue and causes significant traffic congestion on this busy artery,

THEREFORE BE IT RESOLVED THAT: ANC 3F requests that DDOT install “NO STANDING 7AM-9:30AM AND 4PM-6:30PM, MONDAY-FRIDAY” signs on the west side of the 4400 block of Connecticut Avenue between the intersection with Albemarle Street, N.W., and the first driveway to the south; or if such signs are unavailable, that it install “NO STANDING OR PARKING 7AM-9:30AM AND 4PM-6:30PM, MONDAY-FRIDAY” signs similar to the ones on the rest of the block to clarify the NO STANDING restriction; and

BE IT FURTHER RESOLVED THAT :  ANC 3F calls on the Metropolitan Police Department (MPD) to begin immediately enforcing the “NO STANDING, NO PARKING” rush hour restrictions on both sides of Connecticut Avenue, with particular attention to the 4400 block of Connecticut Avenue.
