I posted an edited version of the
message below to the "lost & found"
section of Craigslist and got the following very informative reply:
I saw your posting on CL regarding the white dove with the leg band.
I'm a volunteer for 911 Parrot Alert. We cross-post lost and found
birds to our site. Our sister group is 911 Pigeon Alert. I forwarded
your posting on to them, so someone should be contacting you soon.
Since the dove has a leg band, they should be able to tell who the
owner is if the bird can be caught. Please see how to make a simple
pigeon/dove trap below.
Here is the link to their site:

Here is information that I found on their site that may help you in the
meantime:

Feeding a lost Pigeon:
Pigeons are grain eaters. Popcorn (maize), rice, split peas, barley,
buckwheat (kasha), canary seed, etc., are all good first options to
feed a lost bird with. Please always provide fresh water as well.
Just remember a few basics:
1) Clean water, feed.
2) Pigeons must have dry surroundings, they're not ducks. They love a
bath, but whatever you keep them in must normally be bone dry.
3) Enjoy one of the most fun animals alive.
4) Send for a free information packet from the American Racing Pigeon
Union. Visit www.pigeon.org <

neighborhood for several weeks - it looks very forlorn and has clearly
been cared for, it has a band with the number 316 on its leg. The
families at 4527 Chesapeake and the opposite house have been watching
it and wondering whom to inform.
