Is anyone else bothered by the too-early sounds of garbage trucks and clattering supercans in the neighborhood? We – and more importantly, our young children – are routinely awakened by the sounds of garbage trucks making their rounds even before 6:00 am. I have contacted the Department of Public Works several times about this and have been given conflicting information about the regulations governing start times for residential trash collection – as late as 7:00 am but no earlier than 6:30 am, depending on the time of the year. I have also repeatedly been told that the offending trucks will not be permitted to leave the “yard” early, yet they apparently continue to do so (as the collectors seek an early start so they can finish early). Given my many years living in the District, maybe I just should be glad that my trash is even being picked up, but the early rounds are a nuisance. Anyone from DPW, the Council, or the Mayor's office watching this thread care to chime in? Our back alley is rather disgraceful, dead leaves, overgrown bushes, orange
peels, discarded furniture, trash cans all over the place. Some people even
keep their trash cans on the side of the alley opposite to their homes.
Does anyone know what the laws are regarding any of this?
What can we do?

It's always good to check with Friendship Animal Hospital.  They often know who has lost or found pets in the neighborhood.

I recently learned that the Deal and Wilson
campuses are closed. There should
not be any students out on the street during
the day, including at lunch time, until they
are dismissed from school at about 3pm. If
they are hanging out and misbehaving
during the school hours, including lunchtime,
the police would like us to call them so that
they can send truancy officers to the scene.
The number to call, according to Commander
Solberg, is 911.

Personally, if the kids are behaving, I'll give
them the benefit of the doubt and let them alone.
But if they are misbehaving and I think that they
are truant, I intend to drop a dime if I see them.

I was surprised last week to see no students out
near the Tenley Metro around lunch time. I later
learned from Commander Solberg that his officers
in the truancy van were patrolling that area. It
was extremely effective.

Thanks for brining this to our attention. In general, if you find
that your street or alley requires cleaning, the first step should
be calling the city-wide call center at 311 because they put the
request directly into the main work-distribution system. Of course
we can certainly contact them as well, and we'd be more than happy
to do so in this case. That way, we can also follow-up to make sure
that the work was satisfactorily completed. Ms. Beveridge, if you'd
like to provide me the exact address, I can put the report in
straightaway. If you'd prefer to call directly and monitor the
situation yourself, 311 can also provide you a tracking number.

Also, given the breadth of problems described, we'd also like to
make sure that DPW steps up their education and enforcement campaign
in the area. With respect to that, it is important to note that
District of Columbia Municipal Regulation 21-705.5 states that trash
collection cans should be placed at the point of collection no
earlier than 6:30 p.m. the day prior to collection and must be
retrieved by 8:00 p.m. the day of collection. While this regulation
provides consternation to some, it is designed to prevent impassable
and dirty alleys such as the one described in Ms. Beveridge's post.
DPW has, city-wide, stepped up its enforcement, and we can certainly
flag your alley for them.
