The operation of this signal when it goes on full color operation next
week. The following describes the operation of the signal at Wisconsin
Avenue, Warren Street and Engine Company Number 20, NW:
The signal will operate on 3 different timing plans by time of day
(AM Rush Period, PM Rush Period, and All Other Times), and will be
coordinated with adjacent signals on Wisconsin Avenue. The signal will
operate in the Semi-Actuated mode. This means that the signal will
remain green for both directions of Wisconsin Avenue until there is a
call from one of three sources:
(1) A Vehicle is detected on Warren Street - The signal turns green
for Warren Street traffic long enough to satisfy demand or until a
pre-set maximum is attained. The pedestrian signals for pedestrians
crossing Wisconsin Avenue will display the Don't Walk indication and
the signal displays for the Fire Station Remain red.
(2) A Pedestrian is detected wishing to cross Wisconsin Avenue - The
signal turns green for Warren Street traffic. The pedestrian signals
for pedestrians crossing Wisconsin Avenue will display sequentially the
Walk, Flashing Don't Walk, and Don't Walk indications. The amount of
time dedicated to this movement be predicated on the amount of time
needed to start crossing and to complete the crossing at a rate of 3.5
feet per second (probably in the range of 24-27 seconds). The signal
displays for the fire station remain red. Please note that the timing
plan described in Source (2) will occur if a Warren Street vehicle and a
pedestrian wishing to cross Wisconsin Avenue are both detected in the
same Wisconsin Avenue green signal phase.
(3) An Emergency Vehicle Vehicle is detected - The signal turns green
for the Fire Station Driveway. All vehicle signals at Wisconsin Avenue
and Warren Street will display the red indication, and all pedestrian
signals at this intersection will display the Don't Walk indication.
If all 3 sources are detected during the same Wisconsin Avenue
green indication, the signal will cycle to Source (3) and then to Source
(2). If an Emergency Vehicle and a pedestrian are detected during the
same Wisconsin Avenue green phase, the signal will cycle to Source (3)
and then to Source (1). Warren Street vehicles, pedestrians crossing
Wisconsin Avenue at Warren Street and Emergency vehicles will each have
their own detectors from which to call the signal for their use. The
signal will cycle from the Wisconsin Avenue green phase at that
particular time in the overall signal cycle when coordination on
Wisconsin Avenue would experience the least amount of disruption.
