keeping cats from catching birds

Has anyone used "cat bibs," a device that is supposed to allow a cat to
climb, run and play, but obstructs its pounce? The product came up on a pet
program, but I had never heard of it before,
http://www.catgoods.com/index.html. Someone reported that her coop required
cats to wear these whenever being allowed to play in the yard to protect
wildlife, especially birds. Would be interested in anyone knows about it.

Kate

P.S. I know that most adoption groups require that cats be kept indoors,
however, there are still lots of pet felines outside.

Sidewalk on 41st Street Between Brandywine and Chesapeake

The sidewalk on 41 Street in front of the lot in which American Tower
was building their radio tower is a danger to all pedestrians at any
time, but it is especially bad in the winter. The sidewalk has been
torn up for years, and if it is not ready for new concrete, some form
of stable and level walkway should be provided. Any ideas on who we
can contact to get some corrective action?

Who should I call for help?

This is kind asking for help. Today, Saturday, December the 8th I left
the home at 1;30 p.m. and I have just returned now, at 10 p.m. I could
with difficulty enter in the home because a huge part of the century old
oak in front of the house was blocking my sidewalk and walkway to my
door. I am told by the neighbors that that tree part fell upon the
electrical wires and in the street and that the lights had been out for
about two hours.Thank God nobody was hurt. The PEPCO must have come and
pushed that huge, heavy branch on my entrance, destroying boxwood bushes
and letting it also on the sidewalk Whom should I call to remove that
heavy part of the tree? I do not have any way to warn the people going
by in the dark. Thank you, Aurelia Roman on Albemarle Street, 49 block.
