A troubling experience

I recently took two of my dogs out in the morning, then came back and took
out the third (biggest)dog. My normal routine. Also as I often do I did
not lock the door in the addition, through which I had exited, knowing that
at least 2 of the dogs have big barks. When I came back after the 2nd
walk, I saw that the water in their bowl in the kitchen was turning a
turqoise blue color, it looked like there were several blue pills
dissolving in there. I cleaned it out rapidly, before the dogs had a chance
to ingest it. I kept a small amount of the blue stuff and am thinking of
calling Poison Control to have it analyzed.

I keep thinking maybe I dropped something out of a bag I brought in from the
store - I keep no such blue pills in my house. I searched all the bags I
could find and found no vestiges of such things. I am left with the
disquieting conclusion that somebody who somehow is aware of my morning
routine (and does not like my dogs) came in through the unlocked door,
(maybe the dogs were elsewhere in the house or even recognized the person),
went to the kitchen and dropped the pills in the bowl.

It all sounds too bizarre and farfetched. But I'm throwing it out in case
anyone has had anything similar happen to them.

Yes, I realize it is unwise to leave any door unlocked, even with dogs in
the house. I have learned my lesson and now lock it always upon leaving.

We on Veazey Street appear to have a similar problem with a group house of Georgetown grad students.
In addition to contact information regarding official complaints, does anyone have information regarding whether or not DC has regs on number of unrelated persons inhabiting a house and if there happens to be a noise ordinance?
Many thanks for any information - I am sure that there are a number of us out here who can benefit from it.

You might also consider asking the landlord to prohibit or limit the hours of such parties by adding provisions to that effect in the lease. That's what we have done on our block of Ellicott. After listening to our stories of kegger-party woe, the landlord took our concerns to heart and incorporated stringent guidelines about outdoor parties and alcohol consumption which he now expects his renters to abide by. Amazingly enough, it has worked! Good luck, Laura
