I have spent 18 years with the MPD, and have served in all of the
police districts except 5D and, until now, 2D.

I have spoken with some of you in person and by phone already,
and have met many of you on the street in my first week here.
I look forward to meeting many more of you in the coming weeks
and months and am eager to serve the community as your new
district commanding officer.

It will take me a little bit of time to get accommodated in my new
position, but I encourage you to call me or email me with your
comments and concerns and ideas, to attend the various PSA
monthly meetings and other events that address the concerns
of your community, or to stop by the Second District and
introduce yourself.

ATTEMPT ROBBERY WITH AN ARREST

About 3:15 today, Wednesday, May 10, a woman in the 4400 block of
Brandywine St., NW was the victim of a robbery attempt. As she was
walking in the block, three young men were walking behind her, and one
young man approached and tried to grab her purse from her arm. As he
did so, the two other young men were nearby, but did not participate in
this assault. The woman did not let go of her purse and the young men
ran off.

She called 911, officers were on the scene quickly, and the three young
men were stopped in the 4400 block of Chesapeake St., NW, where
detectives assisted in identifying one of the men as the man who grabbed
her purse. He was arrested and taken to the juvenile processing center.

It is not clear at this point if any of the young men attend either of
the nearby schools, but all three are high school age.

ONE SUGGESTION FOR SOLVING PARKING PERMIT
PROBLEM

Maybe there could be a quarterly requirement to show copies of pay
stubs or contracts or other kinds of documentation that show that a
person really is employed for you as you say they are. The two keys, I
think, would be to have a clear definition in the documentation of the
nature of the relationship (nanny, caregiver, etc.), regardless of
whether the person is paid or unpaid (for example, I have a friend who
lives on Capital Hill, and her mother - who lives right here in AU Park
- was the full-time babysitter for her son for almost 2 years; no doubt
she could have used a parking permit when dodging tickets down there!).
The second key is that the permit would have to be renewed every
quarter (could be by mail or on-line), with the goal of keeping the
information not only "fresh" but also to make the process onerous
enough that it would deter people who did not really need such a
permit. I am sure the mother who wrote in your 4/21 issue of
Communit-e would not be happy to hear about red tape and frequent
paperwork, but it seems fair to find a compromise that works for both
working parents AND neighbors worried about extra commuters.

P.S. Presumably there is a way to write the paperwork requirement so
that it would not actually have the unpleasant consequence of ratting
out nannies without papers, esp. given the current climate of
prosecuting "illegal" aliens. (But I don't know what that would be -
certainly somebody would know how to design such a form)

The Chair called the meeting to order at 7:05 pm.

COMMANDER’S REPORT:
Inspector Andy Solberg introduced himself as the Acting
Commander of the Second District. He said that he would do
his best to follow Robert Contee’s example. He doesn’t expect
to learn the geography of 2D all at once. Saying that he uses a
lot of e-mail, Solberg said that he wanted to hear from residents.
He prints copies of complaints and gives them to the PSA
lieutenant, whether they relate to parking, crime, or late-noise.
“I want to hear about it,” he said. “I take complaints seriously.”

Solberg’s two oldest children went to Deal Middle School,
and his two younger children are in elementary school. “I
understand your concerns. I’m a parent, a PTA member, and

The Commander’s daily schedule features an 8:10 conference
call with commanders followed by a 10:00 crime briefing at
headquarters. The best time to reach him by telephone is the
afternoon. He is at 202-282-0042.

Solberg understands the concerns regarding the business
community, having worked with Capitol Hill Bids, a
business that renovated the Marine Barracks. He knows school
-issues, having worked with Hine Junior High School, which
has 550 students.

Terming 2D a “welcoming community,” he said he is aware of
traffic, parking, and pedestrian issues, and that burglaries and
robberies are serious crimes. He differentiated between
burglaries, which involve thefts from buildings, and robberies,
which involve stealing from people. A house doesn’t get robbed;
it gets burglarized.

First-degree burglary is of an occupied dwelling; second-degree
burglary is of an unoccupied dwelling. Theft One involves
property worth more than $250; Theft Two involves property
worth less than $250.

Solberg has met with the lieutenant for 17 reserve officers who
are not armed with pistols, but who are required to take all
training required of armed officers. The Second District has
235 people working. Terming himself “a hard worker who
expects the same from people who work with me,” Solberg
said that he was committed to “lead, motivate, train, and get
them on the street.”

Short-term parking permits are issued under rules from
DCA. They are a big issue on Capitol Hill, too. “People
cheat,” Solberg said, sometimes seeking permits from both
MPD and DMV. “We’re trying to follow the rules here.”
Asking for people to fill out a customer complaint card with
date and badge number information, he agreed to the suggestion
of a “comment card” instead, to accommodate compliments as
well. “Cops do a good job. Letters—good and bad—go into
Personnel files.”

NOISE
One resident presented a problem with noise on his block of 35th
Street. He observed that a police officer must witness the noise
in order to issue a citation. His advice to citizens is to call 3ll;
tell the officer where to park; and then meet the officer away
from the noise disturbance. He has been logging noise problems
from one particular neighbor who turns the noise down when
the police arrive. The trick is to have the police arrive away
from the house and approach from around the corner, so the
individual does not see the police and turn down the noise.

In his neighborhood a resident has the goal of harassing
someone so that the person will move. A $300 ticket stopped
him for 6 months. On another street, the noise was a problem
with a car alarm. After 51 occurrences, and several visits from
the police, the alarm was recalibrated. In residential neighborhoods
noise violations may be cited day or night; in commercial areas,
only night violations are citable. This resident is working with
Councilmember Graham on the rewrite of the noise violations laws.

INTRODUCTION OF NEW COMMUNITY PROSECUTOR:
Anita LaRue Anita.Larue@usdoj.gov has replaced Tim Lucas who
has returned to the courtroom as a prosecutor. Ms. LaRue lives in
the 2nd District and looks forward to working with us. She already
has begun attending PSA meetings.

85-year-old neighbor chased the suspect

CAMP BROWN
Founded in 1937 for inner-city kids; the camp is operated
by MPD for 10 weeks each summer. Commander Contee
attended the camp, so did Councilmember Gray and the head
of security at GW-Mount Vernon. Each child pays $125 tuition.
The Boys and Girls Club of Greater Washington pays the rest
of the costs. For some children, this tuition is too much for them
to pay. You can sponsor a child with a contribution of $125.
The Camp is still suffering from damage from 2003 Hurricane
Isabel. Cabins, pool house, kitchen, heating – all need replacing
or repairing. The benefit dinner is June 2, 2006. Ticket price is
$40 per person, a 501 (c) (3) charity. Last year, the CACs raised
enough money to send 70 kids to camp for a week. We hope to
raise double that this year. Contributions can be mailed to

TIRE-SLASHING
Tire-Slashing on Belt Road was next discussed by several
residents. They urged more patrolling at Fort Reno where
drinking and drug activity are occurring at night. Lt. Aiello
will alert officers and meet with the complainant, whose garden
was vandalized and whose garage was spray-painted. The
neighbor urged more lighting between Davenport and Chesapeake.
The Commander reminded citizens of their responsibility to
report criminal action either by calling 311 or 911 if weapons
such as knives are involved. He added that parks close at dark.
If activity continues after dark, neighbors should request a patrol
car by calling 311. Problems with calling 311 should be reported
to the Office of Unified Communication: James.Crane@dc.gov,
Report “out of place” people by calling 311.
