tremendous amount since being assigned to the Second
District. I can say without a doubt that I will truly miss
the people (residents and officers) that made the Second

WISCONSIN AVENUE CLEAN UP DAY - APRIL 29

Dear Neighbors, We need you to come out and volunteer on
our clean-up day on Saturday April 29. Did you know that during
the last four years the most faithful volunteers on our clean-up
days have been Lieutenant Aiello and his fellow DC police officers?
We are truly thankful for their continuing help and hard
work. However we also need you to come and help. Did you
know that on these clean-up days we spread 180 bags of mulch?
Did you know that it takes 20 hours of labor just to pick up the trash
on the project? Did you know that in the spring and summer months
it takes 24 hours of work just to weed the project? So please come
and help: Spring Clean Up Saturday April 29 2006
1 pm - 6 pm
Celebrate Spring ! Join with your neighbors to weed, plant, mulch and
pick up litter along Wisconsin avenue. We will meet at the Fessenden
block ( the park at the corner of Fessenden street and Wisconsin avenue)
and work southward down the avenue.
Bring your family and friends, gloves and favorite gardening tools:
weeder, trowel, clippers or strong scissors, rake, broom. Come for the
whole afternoon or just an hour, each minute of work will help make
Wisconsin avenue greener and cleaner.

among local residents, businesses, and institutions to relandscape
Wisconsin Avenue between Tenley Circle and Fessenden Street.

The dedication of the Second District MPD Meeting Room in the
name of Reserve Officer Joe Pozell (who died while directing traffic
at the intersection of Wisconsin Avenue and M Street) will take place
on May 24th at the regular 2D CAC meeting, at 7:00pm. It was
scheduled for next week's meeting, but due to scheduling conflicts
with other dedications, the date has been changed to the 24th of May.

It seems that DCRA is enforcing the law in a highly selective
manner, since there have been many other signs on yards in
DC that have nothing to do with elections, e.g. anti-war,
pro-peace, etc. and we have not seen them move so aggressively.
If 'playing by the book' is the game, I wander whether affixing
the sign to the wall of one's house, painting it directly on the
wall, or posting it inside a large window, will get around the
language in the law.

MORE ON VISITOR PARKING PASSES

I wanted to clarify some issues with the visitor parking
pass system that is currently being implemented by MPD.
Due to complaints > regarding the multiple issuances of
"Visitor Parking Passes" a computer tracking system was
developed, approved and implemented at the MPD second
district.
Abuse of the "VISITOR" parking pass system included
altered passes, forged passes, forged signatures and copied
passes all to circumvent the current DC law that generally
allows 30 days of visitor passes per car in one calendar year.
Some who could not get additional passes from MPD then
went to DMV which in some cases were also issuing passes
outside of the current regulations.
A majority ( 90% or more) of these passes were being obtained
by individuals that did not want to register their vehicles in DC
as required after 30 days of moving to the District and had no
"Off Street" parking to avoid tickets.
The police are only enforcing the law as written. The solution is
to find off street parking for those nannies or child care personnel
that are commuting from Maryland or Virginia. If the vehicle in
question does not have a tag from Virginia or Maryland I find it
hard to believe that the child care person is commuting from farther
than the metropolitan area.
The other option is to contact the Councilmember who oversees
the Department of Public Works (Carol Schwartz) and have the
law changed.
Many feel that this visitor parking pass system should be implemented
by DMV rather than MPD. The mayor's task force on parking looked
at this issue and made recommendations. Maybe a pass that is
"purchased" by a household annually could be used for nannies,
contractors, visitors etc.
This may not help the current situation but it should explain
why increased enforcement is occurring. For the record, many of the
vehicles that were purposely avoiding registration in DC and
obtaining multiple passes have now registered their vehicles
and have new DC tags!

I would be thrilled to purchase a pass but that option is not
available. I cannot understand why we are being penalized for
having a nanny and living on a street with severe parking restrictions.
The nearest off street parking in my neighborhood is four blocks
away. Have you ever carried two sleeping children, diaper bags,
car seats, strollers and groceries for four blocks?
We are not criminals and have never forged anything in our lives.
What we think is normal is that we have children, working parents
and a nanny who has a car. None of that should be cause for penalizing
us like criminals.
In addition to the rising crime rate and the dreadful school system, my
husband and I are adding this to the long list of reasons we will move to
Maryland next year.

I would like to see a “purchased” pass made available. It would solve
the problems of nannies, health care aids for the elderly and disabled,
frequent visitors and other lawful reasons for needing to park on a
particular block, even if one does not live in that particular ward. I
agree that legitimate users should not be punished because of the
registration scofflaws.
What do we do to make this sensible solution happen?

I am an escort for IONA Senior Services, and it was indicated
to me that they are extremely short of escort drivers for senior
citizens that live in this area, due to summer travel by several
of our normal drivers.
Are there people that receive mailings in this group willing to
step forth and assist IONA in helping to get seniors to medical
appointments?
What is needed is a person willing to pick up the senior, take
them to the appointment, wait for them, and then drive them
home. The senior is required to pay for any parking fees. No
expense out of your pocket except gas and time.

Last week I resigned after six very rewarding years as
spokesperson for the DC Department of Transportation
to throw my bicycle seat into the race for the Democratic
nomination for the Ward 3 seat on the City Council. The
Washington Post DC Wire said I was the “the ever-accessible
spokesman for the District Department of Transportation;”
Tom Sherwood in The Current newspapers said “we will miss
Rice’s easy professionalism in explaining the D.C. Transportation
Department and other related city issues.”
I plan to campaign to every part of the Ward, stressing openness
and accessibility, good schools, fiscal responsibility and good
government.

STOLEN BIKES PREVENTION

With the warming weather, it is typical to see a surge in stolen
bikes this time of year. As always, please call the police if you
observe someone tampering with a chain or attempting to steal
a bike. Attached are some tips from the Washington Area
Bicyclists Association (WABA)
LOCKS & SECURITY: DON'T GET RIPPED OFF
A key to commuting is keeping your bike from getting stolen
Nothing is theft-proof and no locking system is perfect, but
you can take steps to ensure that your bike is less attractive target
to a thief:
* Most bikes are stolen because they are not locked - lock you
bike, ALWAYS - even when it is indoors.
* Check to see if your office has secure bicycle parking.
* Consider where and how long your bike must be parked when
deciding how to secure it.
* If possible, keep your bike in your office or in a secured room
at your workplace.
* If your bike must be parked outside, lock your frame and both
wheels to an immovable object. Don't lock your bike to a sign or other
objects that can be easily unbolted, bent, cut or removed. Pick a well
traveled, lighted place; thieves don't like working in exposed areas.
* Consider leaving your heavy U-lock at work, locked to the bike
parking rack, and carrying a light cable lock with you for quick errands.
At work, use both locks because thieves need different large, bulky
tools for each type of lock. This requires more time and more risk for
the thief, plus some thieves only carry tools to break one kind of lock,
not both, making your bike an unlikely target.
* When not in use, cable locks can be wrapped around
the seat post and U-locks can often be carried on a rear rack
or bracket.
* Take all easily removed accessories with you when
leaving your bike unattended.
* Many lock manufacturers offer warranties that will cover
the cost of replacement if your bike is stolen while using their lock.
* Many parking garages offer bike parking. Look for a garage
with racks in view of the attendant.

CATS NEEDING HOMES

Hodgie, a handsome declawed snowshoe with AMAZING
Paul Newman blue eyes, was abandoned when his owner died.
This grieving 10 y.o. cat has been living in a cage in his foster
home for too long til a permanent home can be found b/c Hodgie
really wants a home with no other cats. He tends not to show well
and Hodgie needs to find that special someone who can provide
him a loving, quiet environment. Hodgie is neutered, UTD on
all shots.
Chenille is a petite declawed girl with a snow white coat capped
with brown tabby. Her face is all white with a cute pink nose and
BIG pale green eyes. This gentle girl was rescued from a kill shelter
after living in a home where she was terrorized by a family dog for
2 years. Such a sweet dear, Chenille seems to get overlooked because
of her quiet, sweet nature. She gets along well with cats and would
thrive in a loving home! Please consider this is lovely cat. Chenille
is 5 y.o., spayed, UTD on all her shots.
Where there's Smoke, there's Joy!
Smoke is a 6-year-old silver tabby w/white bib and mits who had a
difficult early life, but has maintained an upbeat loving outlook on life
and thrives on attention from people. Smoke had been at two different
rescue groups for almost 4 years of his life, during which time he lived
in a cage and didn’t have any freedom to roam about. In his current foster
home, Smoke no longer lives in a cage and is very happy as a result but
Smoke really needs a home of his own. He is very bonded with his
beloved Joy, a minky black 2-year-old cat who lives and plays with him
these days. Smoke loves catnip and treats, and absolutely adores having
his forehead rubbed and scratched. Smoke and Joy would like to find a
home together if possible, could it be yours?
