INVESTIGATIVE TOOL NEEDED
(Copy of letter to Penny Pegano)
About a month ago, someone driving a car that is regularly parked in a
driveway behind a house on the 4400 block of Harrison Street rammed
his/her Ford Explorer repeatedly into my neighbor's Volvo, pushing it
out into the middle of the street (the Volvo was parked on 45th Street
between Faraday Place and Garrison Street). My neighbor got the license
plate of the Explorer, but didn't see who the driver was. The driver
roared up Garrison Street, rammed another car, then drove off.

The neighbor reported it to the police, and later (as a result of a tip)
found the Explorer parked behind the house on Harrision Street where the
rammer probably lives.

The police went to the house, and the people who live there denied any
knowledge of what happened, and said they would not answer police
questions without a lawyer present. The Explorer is registered in New
Jersey, so the police sent the New Jersey owner a letter about it.

The police are waiting to hear back from the New Jersey owner. The
police told me that since no one identified the driver while the ramming
happened, there's not a lot they can do to press charges.

This was confirmed by Dwayne C. (not sure of the spelling), who works
in the Criminal division of the D.C. Corporation Counsel. Dwayne also
told me that his office doesn't have the authority to subponea the
people in the house - because the District Council hasn't granted the
Corporation Counsel this authority!!!

Dwayne said that a bill is being reintroduced to the Council soon to
give the Counsel this power. If Ms. Patterson is not sponsoring it
herself, I hope that she will cosponsor it. It's outrageous that the
authorities don't even have the tools to investigate a matter like this.
As a result, the rammer is free to continue terrorizing the
neighborhood.

I would be most interested in hearing from Ms. Patterson on this issue.
Thanks for your help,
Robert

WHEELBARROWS NEEDED
Penni and I are the coordinators of the Friendship community garden at
45th and Warren. The garden's wheelbarrows are in very poor shape and
most need to be replaced. So, if any readers have an old, but
serviceable wheelbarrow that they would be willing to donate or would
sell at a modest price, you will make about 50 gardeners very happy.

SUMMER ORGANIC PRODUCE
We are going to host Redbud Farm at our home (at 4340 Albemarle St, NW)
again this year for those who wish to participate in a summer of organic
farm fresh produce http://home.earthlink.net/~redbudfarm/redbud.htm.
This will be our fourth year and we really enjoy meeting more neighbors and
enjoying the fresh produce. Delivery will be on Thursdays between 2 and 3 pm
during the whole summer (20 weeks). You are welcome to pick it up at your
convenience anytime Thursday evening. (The only limit is respect for
concerns of becoming an attractive nuisance, so please pick it up on
Thursday.)
Redbud Farm is one of several CSA (Community Supported Agriculture) farms
that sell shares each growing season and deliver right to the neighborhood.
These are rather like the farm co-ops of old, except that the share bags
arrived already prepared and ready for pick-up. Further information is on
the website, click on CSA.

FOSTER HOME NEEDED FOR BELOVED DOG
Due to an unfortunate series of circumstances, we are looking for the
perfect person/family to 'share' our sweet, gentle, older golden
retriever with us. We have had him since he was seven weeks old.
However, we are being forced to move residences less than ten months
after we arrived for what we hoped would be a four year stint in
Cleveland Park. We plan to move to Chevy Chase and the new rental
arrangements won't permit dogs more than 25 pounds.

We hope that there is someone out there who would like to look after
Riley for us for possibly the next three years. We would like to be
able to take him out for weekend walks and to visit us and to take
him to our cottage this summer.

We think he would be perfect for a family with children, or for a
retired couple or really anyone who loves dogs. Riley is beautifully
mannered, friendly and loving. He is used to people - we held 75
events a year at our house before we moved and the dog attended every
one believing that the guests had come to visit him. He loves to go
for a walk twice a day but is happy to come home after 15 minutes or
so. He is happy lying outside and will bark to come in or out. He
is friendly to other dogs. Riley is also perfectly house trained and
does not chew or scratch. (References can be provided)
Please email me for more information or for any suggestions.
Thank you for your help,
Maureen Boyd

GRANTS FOR COMMUNITY RE-GREENING PROJECTS
From: Rice, Bill (DDOT) <Bill.Rice@dc.gov>
202-671-2004, 202-437-7787/cell
(Washington, DC) The Urban Forestry Administration (UFA) in the District
Department of Transportation (DDOT) offers competitive matching grants from
$1,000 to $10,000 for community re-greening projects that increase and
improve the District's urban forest while DC residents learn more about and
take ownership of the trees in their urban environment. These Green Grants
are offered to local government units and schools, 501(c) 3 non-profit
organizations or other local community tree volunteer groups. Projects must
be located within Washington, DC and require a 1-1 match from non-federal
funding sources.

To assist potential applicants, UFA is holding a proposal writing workshop
Saturday, April 9th at the Reeves Center 6th Floor Conference Room, 2000
14th Street NW from 9am to 2pm. Interested persons should RSVP by calling
Toni Jefferson, 202-671-5133.

Applicants must submit a complete application package to the Urban Forestry
Administration by May 31st, 2005.

UFA is the local government entity responsible for managing the District's
street trees. UFA works in close cooperation with its federal partner, the
USDA Forest Service (USFS), to raise the level of understanding and
awareness regarding urban and community forestry within the District of
Columbia. Since the early 1990s, UFA has received both technical and
financial assistance from USFS to fund the DC Green Grants Program.

For further details on the Green Grants Program and application
requirements, visit UFA online at

DDOT RELEASES PROPOSED REFORMS FOR GRANTING
PUBLIC SPACE PERMITS

The District Department of Transportation (DDOT) yesterday released and
invited public comment on proposed changes in the granting of public space
permits and to the composition of the Public Space Committee (PSC).

The recommendations simplify the permit-granting process by removing
duplicate layers of review, shorten the time it takes to obtain most permits
and encourage participation by more appropriate government agencies as well
as by concerned individuals and community groups.

The full proposal is available on the DDOT web page, ddot.dc.gov, Public
Space Permits (under Services), Public Space Permit Reform Proposal.
Comments should be sent to alice.kelly@dc.gov by April 11, 2005.
