MEETING ON ELECTRIC DEREGULATION

To help residents better understand the deregulation of electric rates
and increases in consumer utility bills, Patterson will hold a community
meeting on Tuesday, March 29, 2005 from 7:00 p.m. to 9:00 p.m. at
St. Columba's Church at 4201 Albemarle St. NW (one block from
Metro's Red Line Tenleytown stop). Participants will include
representatives from Pepco, Washington Gas, the Office of the People's
Council, the DC Energy Office and the Public Service Commission.
This is a good opportunity to understand the changes that are occurring
to consumer utility bills.

**** KNIFE SHARPENER
John Vecchiarelli, the knife sharpener in the green truck, will be in
front of 4510 Davenport on Sunday, April 3, from 11 am to 2 pm.
He sharpens knives, garden tools, scissors, etc. and his prices are very
reasonable. His father did this before him. He’s a neighborhood

BODY OF ELDERLY WOMAN FOUND
Sadly, the body of the missing woman, Elisaveta Stagerescu,
was found last week in Rock Creek Park. I have not seen a
determination of the cause of death, but the article in the
Washington Post made it sound like a suicide. There was
no evidence of foul play and a note was found with the
body.

reservation Ms. Sandra M. Crawford, CPA. Impeccable
credentials (available from her on request), very personal
service (she works out of her home, and is therefore always
rpt always reachable), reasonable rates, an encyclopedic
knowledge of the tax code (Federal and state/DC) and a
punctual, scrupulously-prepared product. Although she
lives in Kentucky, I have always found it easier to drop
some photocopies in the mail, knowing that the recipient
will immediately confirm their receipt, than to shlep through
DC traffic to an anonymous tax office, never thereafter to reach
the actual preparer, much less discuss the return with him/her.
It is a cliche that Ms. Crawford has saved, and indeed recovered,

LONESOME "CHUBBY" SEEKS A GOOD HOME
A smart, affectionate, feline, "Chubby" needs a good home
where she can get the attention she craves and deserves. Last
spring, a pretty, black & white, estimated one-and-a-half year
old, came to us as a skinny stray and took up residence in our
back yard. She has been with us almost a year now. She
received a complete set of shots, was spayed and got a full physical
from the Friendship Hospital. All passed with flying colors, no
diseases, parasites or fleas. She is scrupulous in habits, understands
the function of a litter box, does not damage furnishings, and is an
all-around excellent house cat that needs a lot of love that she returns
two-fold. Since we both work, she is left alone outside most of the
day when the weather is good and warm enough. With her comes a
full set of supplies (cat bed, dishes, a supply of food, etc.). In the
time she has been with us she has gained weight and impressed us
with her cleanliness and intelligence. If you can provide a good and

adopted from a shelter in Minnesota as a kitten. He traveled here with
his owner who ended up with a fiancé who was allergic to him so at
two years old he ended up back in another shelter—this time in
New Jersey, where he spent another two years in a cage until his foster
mom learned of his plight. He is okay with older kids, dogs and other
cats. He really doesn’t have a flaw. He is a perfect gentleman. Please
adopt this gentle boy and give him a lifetime home.

Wherever you are is where he wants to be. He is a talker—especially if you
scratch his back and around his ears. He likes to put his paws up on your leg
and stand on two feet so you know to pick him up. He is okay with kids, dogs
and other cats. He is a darling, affectionate boy; won’t you consider adopting
him and give him a lifetime home?

NEW CITY WIDE TREE REGULATIONS

The District Department of Transportation (DDOT) has published in
the DC Register the final regulation implementing the Urban Forest
Preservation Act of 2002 (DC Law 14-309; DC Official
Code 8-651.01 et seq.). As of January 21, a property owner must
obtain a permit from the DC Government before removing a
non-hazardous “special tree,” defined as one with a
circumference larger than 55 inches when measured at a
height of 4.5 feet for a tree growing on either public or private
land.

A permit can be issued if: a) the tree is certified as hazardous
to life or property by an arborist from DDOT’s Urban Forestry
Administration or by an arborist certified by the International
Society of Arboriculture (ISA); b) the property owner commits
to plant a quantity of saplings whose aggregated circumference
equals or exceeds the circumference of the removed tree; c) the
owner pays a fee of $35 per inch of circumference into the Tree
Fund; or d) the tree is exempt from the law (Norway maple, Tree
of Heaven, Mulberry). A permit can also be obtained through
a combination of b and c.

UDC POOL HOURS FOR MARCH

Councilmember Patterson's office has been working with the
University of the District of Columbia to have the UDC swimming
pool open for public use by residents. UDC is working on a new
fee structure and a new schedule to establish regular hours for public
use. While this is being worked out, here are the hours of operation
for public use of the pool for the month of March. Monday: 7:00 am
to 9:00 am. Tuesday and Thursday: 7:00 am to 8:00 am and 12:30 pm
to 2:00 pm. Wednesday: 7:00 am to 9:00 am and 12:30 pm to 2:00
pm. Friday: 7:00 am to 8:00 am. There will be no charge for public
use of the pool in March. We will keep the community informed of
hours and fees for use of the pool after March.
