committee meeting at Ben's Chili Bowl. The steering committee is a great
way to find out how you can help make D.C. smoke-free in 2005. The agenda
for the evening includes how volunteers can help get their local community
group or organization to support smoke-free. Also, were going to talk
about exciting smoke-free opportunities in every ward in the District. So

More than a dozen works of fine art will be among the offerings on Saturday,
March 12th at Janney Elementary Schools annual auction. Paintings,
photography, and more by such internationally renowned artists as Sam
Gilliam, Maxwell Mackenzie, Tom Toles, Vladimir Pcholkin, and Toufik
Berramdaneto name a fewwill be up for bidding.

Janneys auction typically brings together close to 500 people for an
evening of bidding not only on fine art, but also on vacation packages,
indulgences ranging from great food to luxurious spas, and more. Donations
from many of your favorite local merchants will be among the offerings,
alongside opportunities to explore some awesome destinations further afield.
The excitement peaks with a live auction and raffle drawing toward the end

this years Asian-inspired theme promises delicious food and drink and
gorgeous decorations, all for the price of admission.

Proceeds from auction sales go directly to the Janney PTAs budget, which

WESTERN CALLS TO POLICE

When I was the commander at 2D, I had some lengthy discussions
with the Montgomery County Police regarding police response to
911 calls. Evidently, the big issue is when a caller calls from a cell
phone. My understanding is the towers dictate the call center where
the 911 call goes. It is possible for a caller to be standing in Maryland,
and the call is routed to DC and vice versa. I don't believe this is an
easy problem to resolve.

The way it was explained at the time was that this should not be an
issue with calls made from a landline. At the time, the approach
was one of educating people to let them know that when calling from
a cell phone, they may not get the jurisdiction that they are trying to
reach.

an old classic 911 Porsche. Access will be rather infrequent
(2-3x/month), and no repair or maintenance work will be
done on the car, but I may need to store a few parts with it,
like an extra set of race wheels. It should be lockable, and
ideally there should be electricity for a trickle charger

PROBLEM WITH BANK OF AMERICA

Last year I wrote a paragraph about my experience with
my Visa provider, Bank of America, and the charges for
BAC Privacy Source (supposedly providing credit information
and protection against identity theft) that appeared on my bill.
Because Communit-e is posted on the Web, anybody doing a
Google search for BAC Privacy Source can access my message.
I have now received messages from eight people who have had
the same problem with Bank of America Visa.

Here are some quotes: "I had the same experience as you did. I
never ordered anything and it just showed up on my credit card
statement. Now I have to call this BAC Privacy Source place. The
lady at Bank of America said I "might" have ordered it without
knowing what I was signing up for. Total scam. I told her why
would I spend $79.99 for it when I can order a credit check for
seven bucks? This is crazy!" "I am also a victim of this BAC thing.
Can you please give the number of BAC PrivacySource. I was just
alarmed by the debits in my credit card of which I have no knowledge."
"I called Bank of America and told them this was an unauthorized
charge and I wanted it off my account. The agent wouldn't do it and
told me I had to call BAC Privacy Source. I then asked for her
manager, who went ahead and removed the debit from my card
and said she would contact them to stop the service. I told her I
never requested the service and wanted to know who
gave authorization to deduct from my account. I was
told I would have to call BAC to find out how they
got authorization. I tried to contact BAC but the recording
stated their lines were too busy and for me to call back as
they couldn't take any calls at that time."

DDOT IMPLEMENTS TREE REGULATIONS

The District Department of Transportation (DDOT) has published
in the D.C. Register the final regulation implementing the Urban
Forest Preservation Act of 2002 (D.C. Law 14-309; D.C. Official
Code 8-651.01 et seq.). As of January 21, a property owner must
obtain a permit from the D.C. Government before removing a
non-hazardous "special tree," defined as one with a
circumference larger than 55 inches when measured at a
height of 4.5 feet for a tree growing in either public and private land.

A permit can be issued if: a) the tree is certified as hazardous to life or
property by an arborist from DDOT's Urban Forestry Administration or by an
arborist certified by the International Society of Arboriculture (ISA); b)
the property owner commits to plant a quantity of saplings whose aggregated
circumference equals or exceeds the circumference of the removed tree; c)
the owner pays a fee of $35 per inch of circumference into the Tree Fund; or
d) the tree is exempt from the law (Norway maple, Tree of Heaven, Mulberry).
A permit can also be obtained through a combination of b and c.

The permit application procedure is available online on the DDOT web page,
ddot.dc.gov, under Urban Forestry, or at the Public Space Permit Office, 941
N. Capitol Street NE, Ste. 2300, 645-6140, 645-0168/fax; applications can be
filed electronically.

The final rule was published in the D.C. Register on January 21, 2005 (52
DCR 546).
