45TH STREET AND RIVER ROAD

I've gotten a few questions about the signs that are
posted at the 45th/River/Fessenden intersection
about the signs indicating there will be a change in
the traffic pattern at this intersection.
There has been discussion on the Communit-E newsletter
in the past about how tough an intersection this is to
try to drive or walk across. Many people that live in
the immediate neighborhood have discussed a lot of
different possible solutions over the years. One of
the recommendations that came out of DDOT's Traffic
Study of Friendship Heights last year was to try the
placement of a barrier that would prevent cross
traffic on both 45th and Fessenden.
It's hard to describe without drawing a picture, but
basically it's a barrier that would mean that, if you
are on River heading south, you can't turn left onto
Fessenden or 45th, if you are on River heading north
you can't turn left onto 45th or Fessenden, and if you
are heading either direction on Fessenden or 45th, you
can't cross River and you can only turn right at the
intersection. Unless DDOT's plans have changed, the
recommendation was to try a temporary barrier at this
intersection for 90 days and see how it works.
If you want to get a better idea of the
recommendation, take a look at the description on DDOT
website. Go to ddot.dc.gov, link on Transportation
Studies (lower left on the screen), then click on
Friendship Heights Traffic Study. The description of
the recommendation for this intersection is section
5.4.15, on page 82.
DDOT has said that the temporary barrier will be put
up on or shortly after December 14th, depending on the
weather. So once it's up for the trial period, for
all of us that live in the neighborhood our next task
will be to determine if the barrier is in fact an
effective safety measure. One additional thing that I
will note - ANC 3E has stressed with the District
that, if this barrier is to become a long term
measure, it will have to be something that looks
better than the standard-issue concrete barrier.

CRIMES IN THE ‘HOOD
This week’s Northwest Current ran a story stating that thieves are
stealing air bags from cars in “...increasing numbers”. Chevy Chase
is being particularly hard hit, according to the Current. Sixty air
bags have been stolen from cars in 2D since October, but I don’t
have numbers for specific PSA’s or neighborhoods.
COUNCIL APPROVES BILL ON PROPERTY TAX APPEALS

The DC Council this week gave unanimous, final approval to the "Equity
in
Real Property Tax Assessment Act of 2004" (Bill 15-210) that was
introduced
by Councilmembers Kathy Patterson and Jack Evans. The legislation
establishes that when a residential taxpayer has successfully
challenged his
or her property tax assessment before the Board of Real Property
Assessment
and Appeals, the revised assessment determined by the Board will be the
baseline figure for any subsequent assessment of the property. The
legislation is intended to respond to residents who complained that
when
they successfully appealed their assessment, they had to fight the same
battle once again in the next assessment cycle.
