PROBLEMS WITH PARKING METERS
From: Mark McDonald <mmdonald@wamu.org>
Once again the slap-happy meter attendants are in the ascendancy in NW
DC,
preventing people from using the shops, getting their jobs done, or
using
the parks without fear of an unwarranted fine.
Probably 30% of the meters around Freshfields and Wilson High School
are
busted. You don't discover this until you have levered your car into
the
tight space. Others jam AFTER you have inserted the money and while you
are parked. Others have so much filth or condensation on them you can't
read them to start with. Even with working meters, tickets are being
issued 2 - 3 minutes after the time has expired.
With the Red Line in turmoil, this was especially acute on Friday
morning,
as people cruised the blocks peering at meters to see if they were
broken.
The appeal system involves filling out forms, writing numerous letters,
taking time off work, and eventually going downtown to a hearing. More
expense and time wasted. A friend of mine once told me the DC
Government
were only efficient at one thing: fining people. I'm beginning to think
it
is true.

We just had a good experience with Expert Fence, Inc., of Alexandria,
who built us a new gate for an existing board-on-board fence. They were
prompt, did good work, and did a fairly thorough cleanup afterward. I
believe Washington Consumer Checkbook has them check-rated for quality.

MORE ON THE BASEBALL STADIUM
**** From: Ed Lazere <lazere@dcfpi.org>
If you are interested in getting involved you could:
1) Call or email the Council. One easy way is to go to www.nodctaxesforbaseball.org
2) add your name to the No DC Taxes for Baseball Campaign. We'll send
you
updates on activities by email.
3) Put up a poster in your yard or window. We'll send it to you.
Let me know if these interest you.
**** From: Ed Barber <elbarber@starpower.net>
I wholeheartedly agree with Prof. Bergman (below) about the baseball
scam!
I am outraged that the Mayor would try to tie up $440 million of the
city's
credit to build a playpen for millionaires when we have so many needs
w/
regard to Metro, the schools, roads, etc. In addition to the arguments
advanced by Prof. Bergman, Sally Jenkins of the Post had it absolutely
right
when she wrote on Sept. 25 that any revenue shortfall or cost overrun
will
be made up by the taxpayers. George Solomon, Michael Wilbon and others
who
are pushing this idea owe their readers a more honest appraisal of the
prospects, given that no sports stadium that I know of has ever
fulfilled
the pie-in-the-sky predictions of positive economic return on public
subsidy.

I don't oppose having a team here, but I strongly object to this

DCRA LACKING LEADERSHIP
From: Robert Hyman <roberthyman@erols.com>
I find it amazing that David Clark is quoted as saying that there is no
way
DCRA can figure out which houses are group student rentals just by
looking
from the exterior and in the same article Bill Starrels is quoted as
saying
all you have to do is look at the house and see it is falling down. In
addition, David Clark use to work for the Post Office, he should be
aware
that all you have to do is talk to the mail carrier on his/her regular
route. There is NO ONE who knows more about the homes and their
occupants
than the regular mail carrier! I suggested this approach to Mr. Clark
to
determine which houses in the city are vacant only to be rebuffed. We
need a
leader at DCRA and David Clark is not the one. Robert Hyman Glover Park
