REGARDING THE NEW LIBRARY

ANC3E hosted DCPL and the architect last Thursday. We were presented
with a much improved rendering of the library showing different building
materials and suggested that they put these renderings in the library ASAP
so that everyone could see them. The Post article showed a very distorted
view of the proposed design, stretching out the picture to fit the page. The
one at the library gives a much better idea of the design.

As the architect stated at the meeting, these renderings are a 30% complete
view of the design. They are soliciting comments from the public before their
November 18 meeting, where they will present the 70% design. It is imperative
that everyone who has comments send them to DCPL. The email they gave the
ANC was:

Additionally, I would urge everyone to write to the DC Council because there
are rumblings that the size of the proposed library (now proposed at 16,500
sq. ft) might be reduced by as much as 2000 sq ft. because of the rising cost
of materials (cement, etc). DCPL announced this at one of their Trustees
meetings, and have not mentioned it at any other public meeting. Please write to
all the councilmembers and Mayor Williams to urge them to promise to fully
fund and build all of the four libraries being proposed at least as large as
they are proposed now. I emailed Kathy Patterson the day after the trustees
meeting, and I believe that she's meeting with the Director of DCPL to see what
is going on, but it doesn't hurt to include her in the emails:

SOME HALLOWEEN ACTIVITIES OF INTEREST

**** 2nd District Police will host a Halloween party for neighborhood
children at 2D Headquarters on October 31st. Refreshments will be
served. This is at 3320 Idaho Ave. I’ll put out more details when I get
them.

**** The annual High Heels Race near Dupont Circle will be on October
30 this year. Mark your calendars but save me a place near the curb – I’m
too short to see over most adult heads. Better yet, bring the kids and put
the smallest in front of me. – KS






COYOTE SIGHTING IN ROCK CREEK PARK

Recently Rock Creek Park Natural Resource personal announced the sighting
of a coyote in the northern section of Rock Creek Park near the Maryland
border. It may be only a matter of time until they find their way into the
DC Park system of connecting green way corridors. Please remember to not let
your dogs and cats wander about freely. There have been numerous reports of
lost cats and a Coyote would be a natural predator.






CRIME IN THE ‘HOOD

Last night, sometime between 11:30 pm and 5:30 am (estimate), a
Friendship Heights home was broken into by what appears to have
been professionals. Nobody was hurt but the family was home and
unaware of the incident until later in the morning. The robbers took
cash, computers and some other items all of which were located on
the lower two levels. Apparently the glass in the basement window
was cut in a circular fashion (probably helped the cops decide it was
professionals). When the robbers left they replaced things as close to
normal as possible such as the window screen which they removed to
get in. They wore gloves because no fingerprints were found and they
dropped what looks like a gas mask in the house.

It is very difficult to protect yourself from such brazen criminals but I
think we should take the time to do the basics...like locking the doors
and windows and keeping valuables out of site in the windows. Believe
it or not there was a break-in about 2 hours earlier on a nearby street but
they went through an unlocked door.

On the evening of October 18 or 19 persons unknown removed the street
sign for the 4200 Block of Warren Street NW. This sign had been erected
on the grass verge on the corner of 42nd Street and Warren Street behind the
Tenley Campus, and took many years to obtain from the DC Government,
so if anyone finds it lying around would they please let me know its location

On Tuesday afternoon at 6:00 pm a female high school student was
approached at 44th and Windom Place, NW (near Tenley Metro) by a
white male, 25-30, 5'7", pale complexion, wearing a white sweater,
khaki trousers and a blue shirt. He asked her for directions then
noticed that she had a logo on the jacket she was wearing and asked
her what Abercrombie & Fitch is. He then touched her inappropriately
and fled eastbound on Windom. Police are following up on this incident.

**** It looks like there’s an upswing in Theft From Auto crimes. Be
extra careful not to leave anything visible in the passenger part of the car.
It may not be valuable to you, but it may appear that way to a thief.






REGARDING BANK SCAMS

I have also been receiving these emails but not from SunTrust - yet.
My scam emails have come from PayPal and Ebay fakes. They both
look very credible. Both organizations have told me that you know for
sure it is a ruse if you are addressed "Dear PayPal customer" or the like
instead of addressing you by name. NEVER click on the link they provide.
To check that your account has not been compromised, type in your usual
web site. I always forward the scam email to the company they say they
are from so that the legitimate company can have fuel to catch them and
prosecute them. I recently added another checking account in which we
have placed most of our uninvested funds and we'll do regular small
transfers to the old checking account for paying bills online and using paper
checks. The new account will have no ATM and no credit card and will be
as invisible an account as we can make it. I don't expect to ever use the checks.

SunTrust is a huge bank HQd in either GA or NC...There's a branch at Ct
& Fessenden. I do my mother-in-laws banking for her there.

I got the same message. I also got one from Citibank..
It is, of course, a scam. I gave the e-mail to SunTrust but they didn't
ask me to forward my copy so they could try to trace it.
Citibank's web site has a way of letting them know about the scam. Like
you and SunTrust, I have no account there nor have I ever had one,.

My guess is that it is a scam. I recently had a similar message about Citibank -
and later read a disclaimer from the bank in the newspaper. And yes, Suntrust
is a real bank.

1.) Being asked for personal, private info from any e-mail message is
Red Flag #1.
2.) Noticing that as you pass your curser, NOT CLICKING, over the
link they want you to use, the real link displayed in the Status Bar at
the bottom of the IE browser window is NOT the same is Red Flag #2.
3.) Reread the message's text very carefully, slowly, out loud. You might
find that the wording, grammar, or spelling is a little odd. Not quite like
the way you would expect a big US corportion to write an official document.
Red Flag #3.
4.) AND.... if you are not even a customer of that company, Suntrust,
SmithBarney/CitiBank (another popular victim), etc., don't think they made
a little mistake and sent you the message by accident. Red Flag #4.
FYI, the SmithBarney message is very dangerous..... the entire text is one
big graphic image link, and accidentally clicking anywhere over the message
text, not just the fake underscored web link, will send you off to scamland.

I read of a neighbor's problem with the Amoco at Wisc and 42nd
Street. I wanted to report a problem we had with them. We took our car to
be gone over for DC inspection. They said it was fine. We went to
inspection to find out that the chassis was shot, the back breaks were shot,
and that there were other problems that failed us. After $1100 worth of
work, it passed inspection. Needless to say we did not give the work to
the Amoco station and will never again give them car mechanic work.
That station was so reliable and reasonable under Miguel, but now that he is
gone, I just don't trust them. I think the neighborhood need to take them
to task.

election) is the last day for the DC Board of Elections and Ethics to

mail. Applications for Mail Absentee Ballots can be downloaded from the
Board of Elections website at www.dcboee.org or you can call our office at
(202) 724-8062 and we will fax or mail one to you. Absentee ballots must be
postmarked not later than midnight Election Day and received by the Board of
Elections by November 12, 2004 (10 days after the election). For residents
who have already requested an absentee ballot, the Board of Elections
received the ballots last week from the printer and has begun mailing them
out. The Board of Elections also allows voters to fax their completed ballot
to them at (202) 347-2648. If you do this, remember that your vote will not

Dear ANC 3E Residents,
We are very lucky to have a new candidate for the Single Member District
ANC 3E05 which has been vacant for more than a year. A long time
neighborhood resident, Anne Sullivan, has agreed to take on the position if
elected. Anne will not have her name printed on the ballot because she
decided to run for office after the petition deadline had passed.

The gentleman who collected petitions and turned them in to the Board of
Elections will apparently be denied access to the ballot because some of the
signatures he collected were found to be invalid. He may still launch a
write-in campaign.

I am writing to ask for your help on election day. We need volunteers to stand
outside of Janney School to hand out a flyer asking voters to write-in
Anne's name.

If you can give us an hour or two, please respond ASAP with a time frame
(or two) which would be best for you and I will try to create a schedule so that
the day is covered. Hopefully we can get at least the busiest times of the day
covered; before/after work, lunch time and any other time that you may have.

If you have a spouse, child or friend that may be able to give an hour or
two (or even half an hour), that would be great. I think this would qualify
for community service for the kids and I would be happy to sign off for any
student who needs the time documented.

  CORRECTION – HIGH HEEL RACE ON TUESDAY
The annual High Heel Race will be on TUESDAY, OCTOBER 26, not on
Saturday as I had stated in yesterday’s COMMUNIT-E. The actual race
begins at 9 pm in front of JR’s Bar and Grill at 1519 17th Street. However,
my experience has been that it’s best to get there around 7 pm and watch
the informal parading of costumes. The actual race is somewhat anticlimactic
to the overall event. Apparently this event is always on the Tuesday before
Halloween. My thanks to Tom Sherwood and Valerie Ploumpis for bringing
this to my attention.

suspicious. I did also discover a credit card scam to my Visa (2 charges). I conducted
the investigation and got a name for Visa/BOA to pursue. The charges were to A
Personal Answering Service (Baltimore) and Renaissance Hotels, Chicago.






USING TAXES TO PAY FOR BASEBALL STADIUM

I'm an economics professor, and would like to testify against using
taxes to pay for the stadium. Those who want the public purse to finance
a baseball stadium imply that the business community will pay for it,
through a tax on their gross receipts, and that the rest of us will bear no
part of the burden. That's a false impression they are selling. The business
owners will raise their prices to cover the tax, and so the tax and the costs of the
stadium will be paid by the businesses' customers. Some of the customers
are visitors and commuters, but District residents will pay a lot of it.
If we want to raise almost half a billion dollars of new tax money,
let's use it for better things than building a stadium as a gift to a
profit-making business. Getting the schools in decent shape, for
instance, or giving more help with child care to lower-income working
parents. District residents defeated three proponents of the stadium in
the recent election. Mayor Williams and the City Council should listen
to the voice of the people.

C1 reports that, while walking, S1 stated, "come here," then produced a knife
and forced her from the sidewalk onto the driveway of the library. A citizen

MORE ON TOMORROW’S HAZARDOUS WASTE COLLECTION

Household Hazardous Waste Collection Scheduled for October 23
Residents can also bring home electronics for safe e-cycling.
The District Department of Public Works (DPW) will hold its bi-annual
household hazardous waste drop-off and E-cycling event Saturday,
October 23, from 9 am to 3 pm in the Carter Barron Amphitheater parking
lot at 16th and Kennedy Streets, NW. This service is free and open to
all District residents.
DC residents can bring items including old cleaning and gardening
chemicals, small quantities of gasoline, pesticides and poisons, acids,
varnish, oil-based paints, solvents, aerosols, wood preservatives, spent
batteries of all kinds, roofing tar, chemistry sets, automotive fluids,
even asbestos tiles to the collection site for environmentally safe
disposal or recycling. A professional hazardous waste contractor will
remove materials from the residents vehicles. Following the event, a
licensed hauler will take the waste to an Environmental Protection
Agency (EPA)-approved facility for processing.
Once again, DPW will have an electronics recycler onsite. Residents may
bring televisions and audio equipment, computers, computer parts and
computer components for end-of-life disposal. All computer monitors and
TV screens must be intact, not cracked, punctured or shattered. The
E-cycling service is also offered at no charge.

Items that will not be accepted during this collection include
munitions, audio speakers, explosives, bulk trash, wooden TV consoles,
propane tanks, microwave ovens and other appliances, as well as
radioactive or biologically active wastes.
