A NOTEWORTHY ARREST

The offense occurred on Aug. 5, 2004. The location is 4901 Connecticut Ave.
(The Methodist Home). In this case, the suspect entered the premises by signing
a log book under a fictitious name (Tommy Smith). Once inside the building,
the
suspect entered several units attempting to obtain money from the senior
residents.
Ultimately, the suspect was placed under arrest and charged with Burglary.
The
suspect is identified as Mark Cordell of Oxon Hill Md.

IN DEFENSE OF POLITICAL CANVASSERS

I've just finished reading the "Scams" section of the
COMMUNIT-E Newsletter, and, as a former employee of a
door to door canvassing effort in Chicago (for the
PIRGs of Illinois), it concerns me that people are not
being receptive to canvassers and direct action
campaigns. While I understand there are many scams out
there (more in this area than in most, it seems), I'd
be willing to wager that most political canvassers are
not "bogus" and really appreciate the opportunity to
talk to constituents. Some even make their living
going door to door.
I would appreciate you telling residents here that, to
prove a canvasser is legitimate, all they have to do
is ask him or her to produce a permit. Residents
should familiarize themselves with the look of the
permit (I don't know what they look like here; in
Chicago neighborhoods it was anything from a piece of
paper to a laminated photo id card), and act
accordingly. Thanks!

US CENSUS SEEKS FIELD REPRESENTATIVES

The US Census Bureau is interested in hiring 200 people in the District of
Columbia for "part time long-term work" as field representatives. The job
involves conducting interviews in person and by telephone. Applicants must
be able to visit assigned addresses when pepole are most likely to be home
which means the job will require some evening and weekend work. The hourly
pay scale is $10.53 per hour and 37 1/2 cents paid for each mile driven on
official business. Field representatives will have a 3-5 day training
session in Philadelphia this fall, and will be supplied with a lap top
computer to use. Applicants must be a US citizen, at least 18 years of age,
pass a 30 minute test, have a telephone, a valid driver's license and have
the use of an insured car. Anyone interested should call 1-800-262-4236.

CORRIDOR PLAN

The DC Office of Planning (OP) releases the revised "Upper Wisconsin
Avenue Corridor Study (UWACS) Strategic Framework Plan." The UWACS
Plan was revised in response to public comments on the initial draft plan,
which
was released last November.

to
present the revised Upper Wisconsin Avenue Corridor Study - Strategic

As residents affected by the above study we were surprised to find that
appearing on a recent list prepared by the Office of Planning, Anthony Byrne
"Supports UWACS with qualifications." As you will see from our letter dated
December 8, 2003, a copy of which was sent to you, (copied again below),
we did not
support UWACS then, and we do not support it today. We would therefore ask
you
to correct the OP list mentioned above to read: Anthony Byrne "Does Not
Support The Plan," and also add separately that, Jean Byrne "Does Not Support
The
Plan."

Letter of December 8, 2003
"We have been residents in Tenleytown for the past 20 years and live at the
junction of 42nd Street and Warren St. NW. We are unfortunately unable to
attend the meeting on Monday evening but we have concerns relating to the
lack of a
basic traffic study by recognized experts, the use by contractors of PUDs
to
obtain approval to construct new buildings exceeding existing height and
density zoning regulations, and the increased density of population and traffic
which would seem to be the inevitable consequence of the Office of Planning
plan
for Middle Wisconsin Avenue and Tenleytown.
On Page 20 of the draft UWACS we note under the heading Traffic,
Transportation and Parking that "a detailed study of the entire corridor
was not
undertaken, but is planned." Wisconsin Avenue is both a main artery for commuters
from
Maryland and Virginia and the heavy trucks prohibited from Connecticut Avenue.
For the Office of Planning to present the draft UWACS without taking into
account the existing traffic flows along the Corridor and residential streets
such as 42nd Street and cross streets such as Yuma and Albemarle Streets
areas
makes it a theoretical rather than a practical planning document.
Existing zoning regulations for building heights allow for reasonable
flexibility of development, in harmony with the residential character of
the area
surrounding Wisconsin Avenue. The draft UWACS will encourage developers to
utilize a PUD process enabling them to circumvent the zoning regulations
and
increase building heights and density above those of the zoning regulations
to the
detriment of tax paying residents and developers who have worked with the
community and stayed within existing zoning regulations. The result will
be a
bidding war among all future developers to obtain more favorable concessions
from
existing regulations.
During our period of residence we have noticed a steady increase in the
volume of commuter traffic using 42nd street to access Nebraska Avenue thus
avoiding Wisconsin Avenue. The traffic enters 42nd street at the junction
of Ellicott
St., Wisconsin Avenue and 42nd St. and also at River Road and 42nd St.
Additional traffic arises on Yuma and Albemarle Streets during the arrival
and
departure of children from St Columba's School, The Janney School, and St.
Ann's
School, and exacerbates parking problems on all residential streets by students
from Georgetown Day School and AU's Tenley Campus, as well as commuters using
the Tenleytown Metro. The traffic in this residential area is already intense
and the existing concerns for the safety of school children and elderly
residents will increase if vehicle access to large new buildings envisaged
in UWACS
is made from residential streets.
The proposals in UWACS taken in conjunction with the developments currently
being planned for the Buick, Martens, and Babes properties, the proposal
to
develop the Janney School, and American University's plans for Project M
on the
Tenley Campus, indicate future volumes of traffic both on Wisconsin Avenue
and
in the residential streets will intensify, as will parking problems on
residential streets. The UWACS does not adequately address these problems
and needs
to be reworked in accordance with the original RFP under which the Office
of
Plannings consultants were contracted.

Dear Anthony,
I saw Jean was not included. The same thing happened to us where only
Matt was listed.
Since I am still not great on the computer, this is my formal letter
to all the addressees about this matter. My husband and I sent a joint letter
to OP in February, but only he was counted. I suspected, and now know, that
it has happened to others.
The 55% "support" figure is wrong. I have served on the Steering
Committee and on the committee dealing with the SNAP for Cluster 11. This
has
probably taken about 4 years. It is a rather shocking insult to our intelligence
for OP to publish a 55% support figure when the data is so transparent (wives
excluded, developers' lawyers included, etc). In addition, it is silly to
quote such a figure anyway even if it were accurate. That survey was about
the
first plan that came out, and it is wrong. We now have a revised plan so
what
is the point except to risk an extreme loss of credibility? In this
neighborhood, I can't imagine that OP would want to do that.

dentist, I noticed his certificate, which bore his full name. Suddenly, I
remembered that a tall, handsome boy with the same name had been in my
high school class some 40 years ago. Upon seeing him, however, I quickly
discarded any such thought.
This balding, gray-haired man with the deeply lined face was way too
old to have been my classmate. After he had examined my teeth, I asked
him if he had attended the local high school. "Yes," he replied!
"When did you graduate?" I asked.
He answered, "In 1971. Why?"
"You were in my class!" I exclaimed.
He looked at me closely and then the son of a bitch asked, "What did
you teach?"
