CRIME IN THE ‘HOOD
**** 2D Commander Jeffrey Moore is retiring from the MPD. His

**** INDECENT EXPOSURE SUSPECT(S) SOUGHT
The Metropolitan Police Department is seeking the public’s assistance to
identify and locate a suspect or suspects wanted in connection with a number
of incidents of indecent exposure. The method of operation in each of these
cases is similar, as is the general description of the suspect, and there
is a
distinct possibility that the same individual may have committed these offenses.
The cases are as follows:
* On April 2, 2004, at approximately 4:15 pm, a suspect, who was operating
a maroon colored automobile, drove alongside a teenage female as she was
walking on 47th Street, NW near where it intersects with Chesapeake Street
and exposed himself. That same day at about 5:00 pm, a suspect operating
a
maroon colored auto exposed himself to a juvenile male in the 4800 block
of
Albemarle Street, NW.
* On May 7, 2004, at about 3:30 pm, a teenage female walking in the 5200
block of Connecticut Avenue, NW observed a man exposing and fondling
himself in the window of a building.
* On May 21, 2004, at about 4 pm, a teenage female walking in the 4100
block of Connecticut Avenue, NW observed a man exposing and fondling
himself in a window of a building. At about 4:30 that same day, at the same
location, another teenage female observed a man exposing and fondling himself
in a window. On May 22, 2004, at about 3 pm, a juvenile female also observed
a man exposing himself from a window of a building in the 4100 block of
Connecticut Avenue, NW. And on July 5, 2004, at about 12:50 pm, an adult
female observed a man exposing and fondling himself in a window of a building
in the 4100 block of Connecticut Avenue, NW.
The general description of the suspect(s) in these cases is as follows: white
male,
30 – 40 years old, with brown or blonde hair.
These cases are under investigation by detectives assigned to the Second
District.
Anyone who has information about these offenses or the perpetrator(s) is
asked
to call the Second District Detectives Office at (202) 282-0043, the department’s
Synchronized Operations Command Center at 202-727-9099 or the DC Crime
Solvers Unit at 1-800-673-2777.
All calls to the Crime Solvers Unit are confidential and a caller need not
give his
or her name.
NEW SCAM

Several of us on the upper-stretches of 47th were visited today by a
youngster claiming to be from the neighborhood: he was selling books to
raise money for his team's soccer trip. He used the name Zach Koe (says
his mother is Kathy Koe) and claimed to live on 48th -- and even gave
me a cell number. None of us have heard of his family, and several
things he said didn't check out. Also, the cell number he gave me is
fake. If you can vouch for him, do let us know. Otherwise, watch out.
He looked to be around 15, but could be older, and has blonde hair. If
one of the subscribers to this list knows the relevant police email and
wants to forward this, by all means feel free.

Be alert to young men selling books door-to-door with the pitch that part
of
the proceeds will be used to support their soccer team. One young man in
his mid-teens was on Burlington Place Saturday the 17th. He would not show
any identification and claimed to live on Davenport Street at an address
that didn't exist. One of his devices was to claim that a neighbor had
recommended he make this stop and to show the carbon copy of a receipt for
$100 from that neighbor. Both the recommendation and the receipt were
phony. Checks were to be made out to UPSI. An internet search on Ultimate
Power Sales, Inc. gave a site that documented this as a rip-off and
mentioned some of the same sales pitch devices that were used here.
NATIONAL NIGHT OUT

MPD will participate in National Night Out this year on Tuesday, August 3,
2004.
PSA 202 members plan to be on hand at the park area at Wisconsin Avenue and
Fessenden Street from 1800 hours to 2030 hours to meet and greet area residents.
We will have a light truck to illuminate the area. Proper installation of
Child Safety
Seats will be demonstrated; an MPD alcohol van will be there as an exhibit
where
residents can walk through the processing area and participate in intoxilyzer
demonstrations; MPD Canine Officer Muzzatti ( a resident of PSA 202 himself)
will be there with his K-9 partner "Checko"; and we have asked that the MPD
helicopter to circle, hover, and further illuminate the park for a few minutes.
We also plan to serve refreshments. Lets hope for good weather!

WHEN CITY COUNCIL RETURNS FROM SUMMER RECESS

There is extremely important legislation waiting to be moved out of
Councilmember Patterson’s Judiciary Committee when DC Council
reconvenes in September. This bill would, among other things, enable
police to know when certain juvenile felons are placed in halfway houses.
At the moment, police are prevented, by DC law, from being told about
felons, younger than 18, being placed in particular group homes or
half-way houses.
As a result of this withholding of information, there was a recent spike
in
auto thefts in 5D that resulted when several underage car thieves from 6D
were placed in a half-way house in 5D. The police would have been able to
crack the case much sooner if they had know who had been sent to that
particular half-way house.
A great deal more information needs to be shared by the courts with the MPD
where juvenile felons are concerned. We can hardly expect our police to do
their job when important information is withheld from them.
Please let Councilmember Patterson know that you are interested in this
bill. We’re all safer when the police know which felons are being moved around
the city. These laws don’t just refer to juvenile car thieves. They include
violent
juvenile criminals, including rapists, robbers, carjackers, etc.

MORE ON WIRELESS NETWORKS

I have a wireless network in my home. It will be working fine, then
for reasons neither I nor my computer guru nor my internet provider can
explain, it will cut out, coming back at other times. I often wonder
if this and the other problems (such as our bad radio service in our
homes and cars, our inconsistency in our car remote control devices)
blamed on "radio towers" have more to do with our new neighbor in the
homeland security office then anything else, since the difficulties
seem to have truly arisen in the past 2 years. I mean Tenley Circle is
not the only place in DC or the US with radio and TV stations, in high
concentrations, they existed all over NYC when I lived there and no one
had these kind of difficulties there. Has anyone else considered this,
and is it possible for someone in the DC government to bring this issue
up with the homeland security office?

have a need) my services in basic secretarial work - writing letters,
writing checks, reviewing mail, and making phone calls. I started doing
this to help one of my neighbors who has very limited vision, and I have
found that in one hour every week or two, I can help her with many of the
chores she finds so difficult due to her vision and hearing problems. I am
a mother of young children, am a trained clinical social worker but not
currently working outside of the home, and would be willing to help you on

Re: bathroom remodeling recs:
I can tell you who NOT to use – Allday Remodling advertises regularly in
the
current and the owner, Allen, does a great snow job when he comes for an
estimate. But we never saw him again once work began on our bathroom, and
his subcontractors grumbled constantly about what a jerk he is. The work
was substandard.
After numerous problems with small contractors for a number of smaller
projects, we chose to use a big company – Case – when we did our major
addition. From an accountability and quality standpoint, it was worth the
extra money.

Re. Window replacements:
We used Renewal by Anderson for window replacements.
The people who installed them were amazingly efficient, able, quick and
tidy - a tremendous contrast to many of our home maintenance experiences.

internet connections? With Starpower going under, we need to make a switch.
We're considering Comcast for Cable TV and Verizon for DSL (although we're
worried DSL won't be as fast as our current high-speed cable modem). If you

that we have the original PVC tile in our basement, attached with asbestos
adhesive,
and that we should just leave it in place and cover it. We are working on
renovating
our basement now so some of it will be disturbed. I am hesitant to call a
removal
company who may just recommend taking it out in order to get th business.

has dealt with this before and has recommendations or thoughts on another
way to go,

FLEA MARKET SAT. JULY 24TH
The next Flea Market will be Saturday July 24th from 8:30 am to 4:00 pm at
Eldebrook Church Parking Lot, rain or shine. We're at 4100 River Road next
to Best Buy/Container Store on River Road near Wisconsin Avenue. Spaces
are $15.00 each (church donation) and limited in number. You supply your
own table. Sellers may begin setting up at 6:30 am. Spaces are first
come, first served. We also have a table for donation of any unwanted
items which can be sold during the flea market and these proceeds also
going to the church. For those who would like a donation receipt from
Eldebrook, please leave your name, address and phone number with your
items. You will receive a letter from the church by mail for tax purposes.
Volunteers are welcomed to help! Call (202)966-3976 with any questions.
At least come by and shop! There are have been different sellers each
time. Antiques, collectibles, jewelry, clothing and accessories,

ITEM OF INTEREST RE: TENLEYTOWN REAL ESTATE

Another reason that the Tenleytown business district will never be like
Bethesda Row is that all the properties in Bethesda Row are owned by
one developer/landlord, Federal Realty, which carefully controls the mix
of businesses and restaurants and the appearance of the buildings as though
it were an upscale shopping mall. (See Marc Fisher's column in the July 6
Metro section.) In contrast, most of the properties in Tenleytown are owned
by individuals. In the 4400 block of Wisconsin, for example, every building
has a different landlord, who, of course, is free to rent to whoever he/she
chooses and to maintain the property as he/she sees fit. All of the 4500
block
and the Whole Foods store and the Circle Park belong to the Pedas Family,
which is why the Office of Planning has paid more attention to developing
this parcel. The CVS building belongs to the Hechinger Family, and the Sears
building belongs to Madison Retail. I don't know much about the blocks above
Chesapeake, but I think those buildings also belong to a lot of individual
owners.
Therefore, for better or worse, Tenleytown is never going to have the homogenous,
polished, upscale "look" of Bethesda Row.
