The Metropolitan Police Department is requesting assistance
from friends and supporters of the youth of the District of
Columbia in giving inner city under privileged children an
opportunity to attend summer camp at Camp Ernest W.
Brown. Last summer several of the camps' cabins were badly
damaged during extreme storms that passed through the area.
Any assistance received would be utilized to build two new
cabins to house the children who attend the camp.
Camp Brown, which is sponsored by the Metropolitan Police
and Girls Club, is a summer residential camp serving local
boys and girls ages 6 - 18. Established in 1937 and located in
Scotland, Maryland near Point Lookout in St. Mary's County,
the camp is owed and operated by the Boys & Girls Clubs of
Greater Washington's Metropolitan Police Clubhouses as part
of the organization's programming for at-risk children in
Washington DC.
Recently, Mr. Joseph King Smith, a long time District of
Columbia community activist in support of the youth and public
safety, passed away. In tribute to his memory the Chief of Police
Citizens Advisory Council has established the Joseph K. Smith
Memorial Summer Camp Fund. In keeping with Joe's legacy the
Fund has initiated an ambitious effort to raise $25,000. This
money will be used to send 70 or more under privileged youths
to summer camp and build two new cabins at Camp Ernest Brown.
As part of this undertaking The Fund solicits your support as we
hold the first Annual JOSEPH K. SMITH MEMORIAL SUMMER
CAMP FUND DINNER on Friday, June 04, 2004, 6:30 p.m. to
10:00 p.m. at the Ukrainian Catholic National Shrine of the Holy
Family, 4250 Harewood Road, N.E. Washington D.C. Tickets for
the dinner are $35.00 each, $350.00 for a table of ten. It is our
intention to make this an annual event in honor of the memory of
Joseph K. Smith for his hard work, dedication and commitment to
Camp Ernest W. Brown and the youth of the District.
If you are unable to attend the dinner, other contributions of any size

WASA PUBLIC MEETINGS ON NEW TREATMENT FOR
DRINKING WATER – FIRST MEETING TONIGHT, May 24

WASA will hold two community meetings on its plan to add zinc orthophosphate
to the drinking water in parts of Ward 3 and a small portion of Ward 4 beginning
around June 1 and lasting 4-6 weeks. WASA describes zinc orthophosphate as
a
commonly used corrosion inhibitor that will form a protective coating inside
of lead service line pipes and fixtures in customers' homes to prevent lead
from leaching into drinking water. The test includes an area bordered
roughly by Western Avenue on the north, Utah Avenue and Reno Road on the
east, Massachusetts Avenue on the south, and Wisconsin Avenue on the west.
This area was selected because it is served by one pumping station and has
pipes representative of the entire system including lead service lines. The
Washington Aqueduct plans to add zinc orthophosphate to the entire city
water supply system later this summer. WASA community meetings will be held
on Monday, May 24, from 6:30 pm to 8:30 pm at St. Columba's Church, 4201
Albemarle St, NW, and on Wednesday, June 2, from 6:30 pm to 8:00 pm at
Blessed Sacrament Shrine Church, 5841 Chevy Chase Parkway. Please call

at Friendship Place "Meet & Greet" with the new Executive
Director, Andrea Morris scheduled for May 25, 2004. This
is the first of many Meet and Greets set for the upcoming
months. She has been on board for approximately 90 days
and is very excited to meet neighbors and supporters. She
will be updating the group on current CCHFP activities and
her vision for the next 12 months. This won't be just an ordinary,
buttoned-up business breakfast meeting.how long has it been
since you have had coffee around a oil cloth covered kitchen
table? How long has it been since you heard first hand about
the great work being done on behalf of our homeless neighbors?
The "Meet & Greet" will be held at 8:00 am at the Haven, a
transitional shelter for homeless women operated by CCHFP.
The residents of the program will be gone for the day, attending
work or other activities. Come and see for yourself this wonderful
program, enjoy come coffee and conversation. We promise to send

on 46th between Warren and Windom via the alley - cash, no credit cards or
other property - via unlocked doors. My husband and I were in the front
speaking to our neighbor on Friday about 7 pm when we got hit via the rear
door. We were maybe out of the house for 15 minutes.

REAL ESTATE ASSESSMENTS

A tip to homeowners: If you think your real estate ssessment
is unfair, gather the facts and appeal. And if you're not satisfied
with that result, appeal again.
That's what we did -- and we were able to reduce the city's original
assessment by close to $100,000.
Keeping in mind that the city's assessment figures are based solely
on a computer program and not on actual property inspections, we
decided to do our own research.
We drove around our Tenleytown neighborhood looking for houses that
appeared comparable to ours -- and used the Washington Post real
estate listings to pinpoint those comparable places which had been
sold recently.
Out of this research, we complied information about our property,
presented a list of a half-dozen recent sales prices of comparable
properties in the neighborhood -- all of which had sold for about
$100,000 less than our assessment.
The assessor who reviewed our claim split the difference, giving us
a $50,000 reduction. We appealed.
We presented our facts to a three-person appeals board, which
reduced our assessment to the fairer figure we had requested.
This process took almost a year -- but, as you can see, it was worth it.
INFORMATION ON D.C. RECYCLING LAW

The DC recycling law requires all commercial establishments
to recycle glass, cans, and paper, including cardboard and all
other mixed colored papers. Commercial establishments generate
75% of the city's trash.
Commercial buildings include office buildings, all apartments/
residential buildings with 4 or more units, restaurants, retail stores
etc. If your building doesn't recycle, you can call the District's
Recycling Hotline at 645-8245 and follow the prompts to speak
with a receptionist.
The city has several F/T Commercial Investigators who determine
whether a commercial establishment is recycling. If a building is
not recycling, they provide information and assist management in
setting up a recycling program, and can issue fines if the building
continues not to recycle.
