the Upper Wisconsin Avenue Corridor Study, will also present an update
to the pending planning process.

Just wanted to let people know that our garage (which is on the alley)
was broken into last Sunday night, November 4th.  We live on 45th Street
between Faraday and Garrison. The thieves stole my mountain bike (an
orange Gary Fisher Aquila model) which happened to be secured with a
Kryptonite lock.  Somehow they managed to get the lock off (I found it
open on the garage floor). I filed a report with the 2D police; the
officers said that it is common at this time of year and that they knew
of at least one other recent incident in the neighborhood, so be aware.
Should anyone have any info, please let me know. Thanks.

convertible parked in the
4400 block of Grant Road had its window smashed in and the contents of
the car ransacked between 7 and 8:30 pm.  She did not know if anything

RE: DRINKING WATER

I recently installed a counter-top Living Water purification system to
purify our drinking water.  The system is 15 x 12 inches and simple to
install.  The system passes tap water through an ozone process,
ultraviolet and activated carbon filtration.  As a result 99.999% of
viruses, cysts and microbiological contaminants are removed, as are
particulates, lead, chlorine, radon, arsenic, MTBE etc.  The best part
is the taste of the water.  Fantastic.  My system is made by EcoQuest.

TESTING THE AUTO REGISTRATION SYSTEM

This past year I tested two of the three ways one may register their
vehicle. On line and through First Union Bank. (The other way is going
in person) I received the forms in the mail two month's prior to
expiration and went directly to the bank and paid by check. I waited
until two days prior to expiration and then started calling DMV to find
out the situation. Finally I spoke to someone that was able to send me
the stickers, if I faxed them a copy (both sides) of my cancelled check
(this worked but labor intensive).

Second auto, I realized that I had not received any re-registration
information from DMV and it was about to expire so I tried on line. Not
having a "Control Number" I tried the other option using plate and VIN
numbers. Indeed they were having problems with the system and I was
unable to do so at that point. I was reduced to having to make the
dreaded visit to DMV in person! Two weeks later the Mayors office called
to get some feedback due to my complaint. It seems that the only way to
be 100% sure of registering your vehicle is to go in person and hope you
have the correct information and the line is not to long. This all
happened during the transition to the new window located registration
stickers and DMV has now sent me two extra Ward 3 parking permits! Good

MORE ON DUCT TAPE AND CRICKETS

....Or why not use the duct tape to cover points of entry (beneath
doors, etc.) to prevent crickets from dancing into the basement! I'm
with Kathy. Death by duct tape seems cruel and unnecessary for such
harmless insects.

Question about the cricket-duct tape problem/solution:
We don't have crickets in our basement we have some strange pre-historic
looking bugs that are sort of similar to crickets but clearly not.
Anyone know what they are?  And does duct tape work for them too? I
can't catch them because they jump way too fast!!!

[From KS -- there are different types of crickets. If these insects are
brown with long legs and jump, they are probably a type of cricket.]

Good Grief, KS!!!    Your solution may work on your crickets, not mine.
Mine go to Mach One instantly  when I'm 6 feet away and advancing with
my industrial grade fly swatter.  No way are they going to wait while I
drop a water glass over them.  My crickets are not house pets.  They are
feral invaders. Your system may work with your pet cricket or two - but
I have an army of hostile invaders and would be spending the next month
in the basement trying your system.

I would in no way even consider using a glue trap on mice, but crickets
get no such compassion from me.  They're insect telemarketers and get no
leeway from  me.

Would you be happier if I put 50 frogs in my basement and, as you
implied, "let nature take its course?"  On the other hand, I like frog
legs with a mite of garlic.  Yum, yum.

I attended the ANC3E meeting last night.  I didn't take notes, so this
is based on my recollection.  I'm sure my neighbors will correct my
errors. (Thanks in advance.)

The first agenda item was a liquor license for Cosi Sandwich Bar that is
going in on the ground floor space of Jenifer and Wisconsin that was
vacated by TGI Friday's.  They are a chain (85? or so stores) with more
of a food emphasis than other coffee chains, and they sell some
alcoholic beverages (typically 8-9% of their sales).  They asked for
support for a liquor license and to be open till 1 am.  They plan to
attract customers who are already in the neighborhood seeing movies or
whatnot and do not anticipate to draw more cars to the area.  They
agreed to come back to meet with ANC 3E 6 months after they open to
discuss any neighborhood concerns.  The commissioners agreed not to
oppose their application.

The second item was the Washington Clinic development.  Stonebridge
presented their Oct. 25 proposal that was approved by the Office of
Planning.  It includes 125 condominium units, building mass focused
along Western Avenue, all vehicular access from Western Avenue, a large,
welcoming green space with a gazebo that retains mature existing trees
and functions as a buffer for the residential portion of the
neighborhood.  Amenities include an affordable housing component (5 or 6
1000sf units), traffic signal improvements, intersection improvements, a
separate on-site building and parking for a not-for-profit child care
center, and improvements to Chevy Chase playground.

Larry Freedman presented the FHORD position, that has remained
unchanged.  FHORD believes that the current zoning is appropriate for
the site and do not support any proposal that deviates from that zoning
in height, density or size.

Ellen McCarthy and Stephen Cochran from the Office of Planning spoke on
the merits of the proposal.  The OP had issued a glowing report praising
the proposal.  They assert that it is a "textbook" example of a PUD and
is completely appropriate given that the site is in Friendship Heights
that is designated as both a Regional Retail Center and a Housing
Opportunity Area under the DC Comprehensive Plan.  They discussed the
history of the zoning of the area and showed that the 1974 plan had
originally included a sort of ring road around Friendship Heights.  That
was opposed by the neighborhood as it would have eliminated the houses
along 43rd street between Military and Jenifer and closed the portion of
Military Rd. leading into Wisconsin Circle.  The OP stated that the
level of amenities offered to the neighborhood exceeds $1M and is
unusually generous.  They said that the prior proposal by Stonebridge
was indeed too dense and too high but that this proposal is a great
example of transit oriented development.  They also indicated that the
DCDOT traffic study estimates that this development will result in a net
decrease in traffic because Doctor's offices are the highest trip
generator of any land use.

There was a question and answer period.  The commissioners made their
statements.  Two mentioned that the oath of office the ANC commissioners
take is to do what is right for the District of Columbia (as opposed to
the subset of DC that are their constituents).  The motion proposed was
confusingly negatively stated (that the commission opposes the
proposal).  I believe (from the cheers from the FHORD group) that the
vote was 3 yes's and 2 no's, though the Chairperson was extremely
conflicted and made statements after the fact that she was not sure she
had done the right thing.

I support the project so I was disappointed in the stance taken by the
commission.  A by-right development would not afford any amenities to
the neighborhood.  Some of these amenities are so significant that they
cannot be obtained any other way.  And I also firmly believe that
attracting new residents to the community will strengthen it, bring in
better businesses and restaurants, and improve the health of the city.
So, feel free to correct any factual errors, but please do not flame me
for my opinions!
