ANNUAL BOY SCOUT PANCAKE BREAKFAST

Boy Scout Troop 100 will hold its 14th annual pancake breakfast on
Saturday, October 19,
from 8:00-11:00 am.  The breakfast will be at the River Road
Presbyterian Church, 4420 River Road NW.  Tickets, which are $5 for
adults and $3 for children 12 and under, can be purchased at the door.
The menu includes pancakes, sausage, ham, juice, coffee, tea, cocoa.
And the boy scouts will provide live entertainment.

MORE ON TICKETS YOU SHOULD NOT HAVE RECEIVED

I received a ticket with my license plate number, but I had never been
to the location of the alleged violation and, more importantly, the
description of the car was definitely not mine (wrong make, model, and
color). I followed the appeals process fully. I went through one or two
appeals, explaining in letters each time that my car did not match the
described car. They kept coming back with tough-you owe money. Then, I
got to the last chance appeal, which is a civilian board of reviewers.
However, to use this appeal, you have to pay an additional fee. I wrote
in a strongly worded letter about the whole ridiculousness and requested
that they not cash my check for the additional fee, since this was
clearly not my fault. Several weeks later, I received a notice that the
case was dismissed and they returned my check uncashed. It was clear to
me that they expected that I would just give in if no one helped me. I
am sure that this doesn't give you any hope, but I can only say that you
should persevere.

**** From Kathy Smith -- If you read the story in Monday's Washington
Post and today's editorial, you'll know that computer systems in the DC
government are not up to snuff. Some  work; some don't. It's really a
puzzle to me that there are still so many inaccurate data bases and weak
or nonfunctioning systems in DC. Why is this? Also, see next item and
note his concern about possible identity theft in these cases.

Have recently gotten two e-mails from others in the area that have
received notices about cars they do NOT own, but received parking
tickets for those non-existent cars.  One went ahead and paid.  But
after receiving something in the mail the other day, completely
unrelated, where a female name, who does not even live here, was
included with my name on a bill, I feel that I have to be sure that this
is absolutely cleaned up.  A bit afraid of identity theft here.

Also called DMV, just to cover all the bases, and the story gets
stranger all the time.  Giving them the ticket number, plus my name and
address and her response was:  "What???,  that car is not even
registered to you,  the real owner lives on 39th street.  She did
suggest that I take a "copy" of what was sent to me with the caveat of
not letting them have the original (humm, that's strange) and going down
to adjudication just to be sure.

Thanks for the suggestion of "Title History" for that car, just to be
sure my name is cleared.  Reason being, identity problems.  Having dealt
with the city a couple of times, I never hang up or give all information
to a person unless I have the correct spelling of their name and
position. And thanks for all the additional names to send "cc's", I have
discovered that sometimes it lets them know they are dealing with
someone that is going to follow up the situation very close.

You are a trooper to pursue courses of action for the poor gentleman
with  the false ticket that he received.  In reading over the steps that
Detective Straub outlined, however, I couldn't help but be bewildered
that such a process is necessary to "prove the negative."  Take a trip
down to DMV to correct a mistake that he had no hand in making??  Dig up
all his documents, write letters and copy the world??  Do the powers
that be have any idea how outrageous this looks to the average citizen?

I had a similar unfortunate situation a number of years ago.  It took
more than a year of reviewing code sections to determine my rights,
letter writing, phone calls, etc., to get the problem corrected.  Even
then, the city didn't admit the mistake and void the ticket.  It simply
"waived" the requirement to pay the fine.  Any wonder that  the DMV
continues to have such a bad rap? Thanks for letting me vent.

what it's for. My
accountant advised to just hold on to it for a couple of months. I'll be

Dear Ms Epstein: How old is the house? and plumbing? What were the
measured concentrations of lead? It isn't likely that the mains water
has the lead. It is more likely that there may be a lead "gooseneck'
connection from the main to your service line, or that your service line
on your property is lead. Another possibility is that your pipes may be
being used as an electrical ground for your house wiring that makes them
(old lead soldered joints) more easily corroded by the water.

I've been worried about lead in our water for some time now, but the
only step I've taken is to get the Brita filter and don't even know
whether it filters lead.  It seems that it should be the responsibility
of the DC Govt to ensure that we're not being poisoned by our water, and
they should be liable if we have been damaged by it. I'm curious to hear
others' reactions.

I've lived on Brandywine St for 30 years now, am now in my 81st year and
am still above ground,  vertical and more or less of a tepid
temperature. Seriously, I've used a Brita filter pitcher for years for
my drinking water. It improves the taste greatly and the filter refill
box states " Eliminates 98% of lead."  Along with other things it
eliminates. So here's a cheap and safe solution to the problem, it
appears.

Heights house when we moved here in 1997.  Lead was well below

 Even if the Epstein's go through a costly replacement of the lead line
leading from the street to their home, which I suspect is the case, high
lead concentrations still may appear.  The most reliable and cost
effective measure available to them is to install a filtration system
within their home.  Multiple stage filtration systems are available for
filtering out lead and a host of other nasties.  Large systems can
filter the entire potable system of  the house, and can be easily
installed by a plumber.  Smaller systems can be installed under sinks,
where drinking is done.  An immediate fix for the family's health is to
buy a Britta Water Pitcher.  The Britta filter is rated to remove lead,
but not biohazards, as the larger, more expensive multiple stage filters
provide.

I had a problem with water quality that lasted over a year and was just
settled on September 24th.  It became so bad that we had to flush our
pipes for as long as 20 minutes just to get the water to a pale yellow.
I made multiple calls to WASA who would come out and flush the hydrant
in front of my home - very disturbing considering the drought.  This
"fix" would clear the brown, sandy water for a day or two but the
problem slowly returned.  Long story short: It turned out that there was
a valve closed directly in front of my home that was causing me to be at
the end of the line - meaning I got all of the sediment backed up into
my house.  A few neighbors (that I know of) were suffering the same
problem to a lesser degree.

Bottom line is that WASA did nothing to open the valve (knowing it was
closed) until the Health Department (DOH) got called in.  A neighbor
called DOH who tested her water and found it to be contaminated with
certain microbes that were at a high level.  The DOH investigator had a
WASA employee on the scene within 6 minutes.  Following a VERY heated
discussion between the two men, the WASA employee finally gave in and
opened the valve which was about a 15 minute job.  The problem has been
completely cleared for me and my neighbor and her water has also tested
clear of all of the contamination.

I had many people contact me last week. This email had some particularly
helpful information that I thought I'd pass along, in case you think
others will benefit from it (it came from Laura Palmer):

For the first time since 1993, beginning in June 2002, the DC water
authority began to detect system wide exceedances of the lead action
level.   DC is an older system and lots of pipes (both those in homes
and also those out in the distribution system) contain lead or
lead/copper solder.  Due to the recent exceedences, the WASA now is
required by law to begin action for lead remediation.  As such they must
develop public information, begin replacing 7% of their lead service
lines annually, increase monitoring frequency and consider other actions
to decrease lead in the distribution system.  The public information
will be ready for publication soon.
 
 
 

IF YOU DON'T WANT TO WAIT FOR THE CITY TO TEST YOUR WATER
[Note: the following was sent to me before I found out that the city
would test the water, of anyone who requested it, for free in January.

I just called Express  Analytical Labs for a water testing kit. I spoke
to a woman named
Robin, who told me that I was about the 10th, at that time, from my
neighborhood. We agreed that more people would probably be calling in
the near future, and discussed if there might be some way for the
company to send a large shipment of kits to one central address, rather
than mailing out to many many individuals.

I am therefore offering to coordinate a mass shipment of water testing
kits to make them available to anyone in the area who wants to test
their water. I'm hoping this will make it easier on people to become
motivated to test their water so we can really see whether we have a
widespread problem in our neighborhood. I live at 46th and Warren (near
Turtle Park), so I'm convenient to Tenley/AU residents.

As Rebecca noted, once you receive the kit, you then send the water to
be tested back to the company to be analyzed, along with a check for
$22. There is no charge for receiving the kit.

To best gauge how many kits the company should mail, I would ask anyone
interested in receiving one to send me an email  <nevel@eli.org>. Please
put "water testing kit" in the subject line. (If you are one of the 10
or so people who have already called this morning and don't mind picking
kits up from my house, please let me know that too.)

When the kits come in, I'll send an email to everyone who contacted me
and let them know where and when they can pick up the kits.

A NOTE OF CAUTION ABOUT WATER FILTERS
From: Kathy Smith -- I seem to recall reading that the various filter
systems, like Brita, work only if you are willing to clean out the
filters fairly frequently. Does anyone have information about how easy
this is to do and how often it needs to be done? Personally, I'd rather
have my water tested so that I can be sure it's clean, and not have to

Last Saturday, a 10-12 year old boy came to our door soliciting
contributions for Run for the Arts.  He had what appeared to be a
legitimate Run for the Arts pledge form. The boy told me to write out
the check to his teacher, James Reed, showing me the name on the pledge
form. I wrote out a check for $15, using the pen the boy had with him.

This Thursday evening, I happened to look at our bank records on line
and discovered that a check with the same number as the one I'd given
the boy had been cashed Tuesday at a branch of our bank in the amount of
$450.  It turns out that the pen the boy gave me was erasable and the
amount of the check was changed before it was cashed.

BICYCLE REPAIR SUGGESTIONS

It's a little farther afield, but I had a terrific experience at
Performance bikes in Rockville's Congressional Plaza.  It's large,
clean, easy to get to/park near, and handles everything.  I recently
took my bike in after several years in the outdoor shed, expecting a
"tune-up" bill of $75+.  The
shop had it for 30 minutes, declared that all it needed was cleaning,
oiling and some air, all of which are provided as free services, so they
went ahead and did it.  Big Wheel Bikes in Bethesda quoted me either
$49, $69 or more depending on what I needed.  So I'd recommend
Performance.  (I only went there originally because they are Thule
dealers and I needed a rack.)

FOREVERGREEN: VOLUNTEER THIS SUNDAY 10/20 AT SOAPSTONE CREEK

I'm trying to find an email for the Tenleytown Citizens Association to
send this as an FYI for anyone interested, especially in helping with
maintenance throughout the year.  Please forward to anyone you think

Come help clean up the banks of Soapstone Creek!   Volunteer to pull
non-native invasive plant species that are strangling trees and covering
vegetation to improve animal habitat along the river.  Vines and other
invasive plants strangle young trees and block their light, which
actually kills the native trees.  This in turn destroys habitat, since
trees house birds and other small animals.

A section of Soapstone Creek sits on Wilson High School property.  The
stream has trash in it and the banks are overgrown with invasive plants.
We will be removing the invasive plants and trash in preparation for a
tree planting in November.  This is a long-term project by the students
at Wilson High School and the DC Environmental Health Administration.
They need volunteers to help with regular maintenance, so let us know if
you live nearby and could help!

DIRECTIONS:  Soapstone Creek is the wooded area located at Nebraska
Avenue and          Albemarle Street, NW, a few blocks off Wisconsin
Avenue.  It is between the houses under construction and the Wilson High

Forevergreen is a volunteer program coordinated by the DC Jewish
Community Center.  We volunteer for environmental service projects in
and around D.C.  We meet one Sunday a month for activities such as
helping with a turtle count in Rock Creek Park, spending a morning
working on the city's only working organic farm, or doing a clean-up of
sensitive habitat.  It's fun, a good way to meet other volunteer-minded
people and help improve our environment.  We are currently looking for
volunteers to help with database  management and publicity/outreach.

to everyone of any religion, age etc. Is this a singles event?  Not as
such, although the majority of our  members are in their 20's and 30's
and single.

NEW PHOTO RADAR ENFORCEMENT ZONES ANNOUNCED

In response to continuing public concerns over speeding in DC
neighborhoods, the MPDC is adding four new enforcement zones to its
photo radar speeding reduction program and will be redeploying photo
radar vehicles within some existing enforcement areas.

Within the next week, the MPD plans to add the following four
enforcement zones to its regular rotation of photo radar vehicle
deployments:

4900-5600 blocks of Eastern Avenue, NE
2700-3700 blocks of Minnesota Avenue, NE
2500-3100 blocks of New Mexico Avenue, NW; and
2300-3200 blocks of Porter Street, NW.

In addition, the MPDC will redeploy photo radar vehicles within some of
the 60 existing enforcement zones that were announced more than a year
ago. There are now a total of 64 areas in which photo radar vehicles may
be deployed. Currently, five photo radar vehicles rotate among a
selection of the enforcement zones. The photo radar vehicles are
deployed from approximately 7 am to 10 pm, Monday through Saturday. Read

resident Pam Miller initiated the effort to start Safe Neighborhood in
2001 after she witnessed a serious car accident that involved her
daughter and father. To participate in Safe Neighborhood Day, civic
associations and neighborhoods are asked to make signs encouraging
motorists to drive slowly and carefully and to yield to pedestrians.
Participating groups are asked to select an intersection and rally on
the sidewalks with their signs from 7:00 am to 9:00 am on October 30.

HAZARDOUS WASTE COLLECTION DAY
The city's fall household Hazardous Waste Collection Day will be
Saturday, November 2, 2002, at the Carter Barron Amphitheater parking
lot at 16th and Kennedy Streets, NW from 9:00 am to 3:00 pm. The Dept.
of Public Works says DC residents can bring items including old cleaning
and gardening chemicals, small quantities of gasoline, pesticides and
poisons, acids, varnish, oil-based paints, solvents, aerosols, wood
preservatives, spent batteries, chemistry sets and asbestos floor tiles.
A professional hazardous waste contractor will remove materials from
cars.  DPW will have a special electronics recycler onsite for
televisions and audio equipment (except speakers), computers, computer
parts and computer components. All computer monitors and TV screens must
be intact, not cracked, punctured, or shattered.  A small fee is
assessed for TVs and computer monitors which contain a significant
amount of lead and require special handling.
