SUMMERTIME NOTICE
As the lazy hazy days roll on, there may be weeks when I don't put out
issues of COMMUNIT-E. If you haven't seen an issue for a while and want
to know if  none came out, or if one was issued but you didn't receive
it, check the ANC3F web site at www.anc3f.org.
 
Also, from time to time, mailings to some individual addresses are
kicked back by various e-mail servers. If they come back as
undeliverable more than once in a row, I remove the address from my
list. But for some, it means you missed an issue if it just happens
once. Again check the ANC3F web site to see if you missed one.
 
When looking for home services, don't forget the January 5 issue of

I used Davenport St. Safeway pharmacy for a long time then closed my
account when the following event occurred.  I asked that a prescription
for a new asthma inhaler be filled.  The retail inhaler contains a 30
day supply.  I was given an inhaler with a 15 day supply, and, when I
called it to their attention, they insisted it was the correct version.
I pointed out that the inhaler keeps count on the number of puffs and
that at two a day there was only enough for 15 days.  They belligerently
insisted that I did not know that for sure and that I should take the
inhaler and use it until the 15 days were up and then see if there was
any left.  The inhalant is clear and invisible.  The only way to know
whether it was empty, other than the zero on the counter, was to begin
to experience an asthma problem as a consequence; not exactly a
responsible position.
 
I insisted that they give me the correct 30 day supply and they then
claimed that the size I had was the only size available, and that I
should leave so that they could serve the rest of the customers.  I went
to the manager who had me wait alone in full view of the customers in
her inner office as though I was a shop lifter (no place else available
she said), while she looked into the issue.  The pharmacists repeated
their claims.  She called the Connecticut Ave. pharmacy and they said
that the standard inhaler was a 30 day supply, that the 15 day inhaler,
which they weren't even supposed to possess, was a sample only.  The
manager returned, apologized, and personally went to the Connecticut Ave
store to get the correct inhaler and delivered it to me.  The two
pharmacists were temporaries.  One was very young and a pharmacy student
at Howard and was being supervised by an older fellow.  The young
pharmacist was the belligerent and insulting one, but the old fellow
joined right in and supported his claim that they were right and I was
wrong.  There were still there two weeks later.  Safeway's pharmacy
manager called in a couple of weeks and wanted my version, but seemed
skeptical of my account until I told her that they had charged me the
price of the 30 day inhaler and given me the 15 day version.  That, and
that alone, seemed to upset her.  I closed my account.  Lately I've
simply gone to Merck-Medco by mail.
 
None of the pharmacies should be trusted.  They are all short handed
because there is a shortage of pharmacists and what we see is untrained
people serving the public that probably should still be in class or at
least being taught how to relate to customer complaints with something
other than defensive belligerence.

air-conditioning systems.  We had a ductless high velocity system
installed for our whole house (which lacks space for ducts.)  Kensington
Heating and Cooling did the job, and we are delighted with the results.
The system required very little space, and cools wonderfully.

ARMY CORPS OF ENGINEERS BEGINS CLEANUP OF CONTAMINATED SOIL AT AMERICAN
UNIVERSITY
Baltimore - The Army Corps of Engineers will begin this week to remove
contaminated soil from portions of the American University campus as
part of the Army's ongoing investigation and cleanup of World War I
activities in the Spring Valley neighborhood. Tests conducted last year
identified elevated levels of arsenic in the soil next to the
University's Child Development Center and on portions of the adjacent
intramural fields.
In all, 1.5 to 2 acres of soil will be excavated to a depth of two feet.
Confirmation testing will be done to ensure no elevated levels of
arsenic remain. The excavated soil will be transported off-site in
covered trucks to a permitted non-hazardous waste facility in Virginia.
The excavated area will be filled with clean soil. During the work dust
control measures will be used, such as wetting the soil and monitoring
equipment setup to check air quality. The soil removal is expected to
take several months to complete and will cost an estimated $1.5 million.
These funds have been provided as part of the 2002 fiscal year budget.
 
Last month, the Corps conducted a geophysical survey of these areas and
detected several metal items. During the soil removal, these items will
be further investigated to determine their identity. If any of these
items are ordnance-related, experts will be present to identify and
remove them. The Corps will take safety precautions to protect people on
the campus.
 
"The Corps of Engineers is committed to aggressively pursuing the
identification and remediation of all hazards associated with past
military activities in the Spring Valley neighborhood. The soil removal
at American University is an important step toward achieving this goal,"
said Maj. Michael Peloquin, Deputy District Engineer for the Spring
Valley project.
 
Later this summer, the Corps, in close coordination with the community
and project partners, the Environmental Protection Agency and the D.C.
Department of Health, will begin similar removal actions at seven
residential properties in the AU Park and Spring Valley neighborhoods.
In the months ahead, additional residential properties will be scheduled
for remediation.
 
Following the discovery of arsenic at the Child Development Center,
American University officials relocated the center until all nearby
excavation is completed. Last year, the playground area was remediated.
The Agency for Toxic Substances and Disease Registry conducted an
exposure investigation last year on children and staff at the center.
Investigation results did not show an exposure to elevated arsenic in
either group. American University also arranged for testing of the
center children and staff, rugby players, and grounds and maintenance
workers. None of those tested had elevated levels of arsenic.

Historical records indicate that portions of the Spring Valley
neighborhood were once used by military personnel assigned to the former
American University Experiment Station from 1917-1919, to conduct
research and testing on World War I chemical warfare materials. In the
same period, portions of AU Park were used as a soldier training area
known as Camp Leach. Records indicate that Camp Leach was independent of
the American University Experiment Station, and not used for chemical
research or testing.
