2D's NEW COMMANDER

Inspector Jeff Moore from the Recruiting Branch will be taking over as
the Commander of the Second District.  Insp. Moore is a 27 yr. veteran
of the Department who has had a great deal of experience in 2D.  I am

MORE ON THE DMV STICKERS

I am going to get an old motorcycle(1972) registered sometime next week
and I'll be happy to report back.  I was told by DMV on the phone that
they are providing a "pouch" in which you will place this sticker.  I
stated that a pouch can be stolen to which I got the response "OH."
I was thinking that a sticker on the rear plates that said "see window"
would be a good idea also. However, it occurred to me that police
officers in other states who are unaware of DC policy may feel that they
need to stop a driver to "see the window."  Am I mistaken in my thought
that a policeman has to have a reasonable cause to pull over a driver?
"See window" stickers may just be that cause.

Our garage door spring (older type -called"shinbuster") broke and a kind
neighbor who never used her garage and is planning to tear down offered
her springs to me. They are a match and now the challenge becomes to
find an experienced person to do the work!! We have tried yellow pages
and those who we reached either don't show or want us to buy new springs
and will not do
just the transfer.

I have a Toshiba Satellite T1950 Series laptop that I bought in 1994. It
has been a good old workhorse (I've written one book and many articles
on it) but it has become almost impossible to turn it on. I took it to a
computer repairman who says the problem is in the motherboard and can't
be fixed. However, once you do get it turned on, after pushing the
button many times, it works fine. Currently has WordPerfect 5.1 and Word
for Windows installed. I have replaced it with a new laptop, but hate to
just put the old one in the trash. If anybody can use it for any
purpose, please contact me and you can have it.

 MORE ON DCRA AND VACANT AND ABANDONED PROPERTIES

Re: AN EXTRAORDINARY STORY:
Gary Imhoff's story about his house being put on DCRA's official list
of  vacant and abandoned properties is likely to strike fear into the
hearts of COMMUNIT-E readers. It shouldn't.

This is not likely the work of devious developers. And while there may
be a certain amount of government incompetence and/or heavy-handedness
at work, homeowners needn't worry.

Why? Because Gary Imhoff's house LOOKS ABANDONED. IT IS IN UTTER
DISREPAIR
AND A COMPLETE EYESORE. Rather than glass in the windows, there is
plastic, which flaps in the breeze. A casual observer would think it had
been abandoned. One can assume that a developer submitted it to the
city  mistakenly.

Developers who target such properties, mistakenly or not, for renovation
through a legal process are doing neighborhoods, and the city, a big
favor. No homeowner would want to live near Mr. Imhoff's house. I cannot
summon any sympathy for Mr. Imhoff, whose beautiful, detached house,
circa 1890, is crumbling around him. We should worry about this
situation only when RESPONSIBLE property owners are targeted.

Interesting news about the family whose house was listed as abandoned.
We have the opposite scenario - 3737 VanNess Street has been abandoned
for about 6 years.  Landlord  lives in Potomac, MD and does not respond
to calls to his office or home from neighbors concerned about the state
of the property - unmowed lawn, scattered trash, rodents, sincere offers
to buy the house, etc. He did fix some broken windows and missing roof
shingles and boarded up his garage which had housed a homeless person
who lived there on and off for a few years. I had spoken to Phil
Heinrich a few times about this property and you and I have been in
touch.
Can you give me some suggestions as to how we as neighbors can go about
addressing this issue.  ANC meeting, Kathy Patterson's office, the
Mayor's office, DC Watch? Many thanks for thinking about this and for

        Call the office of the Director of DCRA, Dave Clark, at 442-8947 or
E-mail him      at davida.clark@dc.gov. Clark is the only one who is in the
position to take        individual houses off of the list and to change the
process by which houses are     added to the list, so he needs to know if
there is public concern.

Several years ago I had considerable success with getting a truly
abandoned property sold by continually calling The Neighborhood
Stabilization Officers at DCRA - 442-4610. I talked to Hubert Johnson
442-4322 and Larry Burgess at 442-4531, also James Hauser at 442-4365
and Ronald Duke at 442-4321. It took a lot of calls but that house was
sold and completely redone and is now a beautiful lived-in property. --
