"EMAIL SPOOFING"
If you got a strange sounding note from me, it was not from me. There is
a virus/worm that sends notices to addresses that it finds in computers
that it infects and uses those addresses as its "From" address. My
computer is not infected, but many people receive this newsletter and
other mail from me, so that my address is out there.  This is called
e-mail spoofing. There is nothing that I can do about it except keep my
computer clean.  At the end of this newsletter is a more detailed
explanation that I copied from the Norton web site. For more

Thanks Bill. We could meet at my house, if this is OK. I saw "Ira" this
morning around 8:30 walking very briskly and determined towards the park
near Tenley's Sports and Health. He was carrying two huge gray bar
bells. This area of the park is hidden from the street so he quickly
disappeared from my view.

representative from Friendship Place to a future meeting to see if we
cannot get them to place a Johnnie-on-the-spot on their property  to
help resolve situations like the following:

My neighbor observed a homeless individual (the older white male who is
really dirty and who has been around here for a long time) defecating on
a bush in front of Sears/Hechinger's at 11:00 AM. He had diarrhea. My
neighbor was working in the area, planting flowers as part of the
Wisconsin Avenue cleanup project.

Presumably he and others use these bushes and our parks as toilets on a
regular basis. Children and pets play in those areas, and fecal material
can dry and blow around. To say this is disgusting and unhealthy is to
put it mildly. It's also further degrading to this pathetic sick human
being.

I called Friendship Place and spoke to Liezl Rebugio. She said no one
had ever asked them about toilet facilities before and didn't seem to
know what to say. While people can use the toilet at Friendship Place,
they are open on a very limited basis, and never in the evening or at
night.  I told her that I would be sending a letter to the ANC. Clearly,
we (through Friendship Place) need to make some kind of toilet
facilities available to people on the street on a 24-hour basis.
Frankly, I don't want to encourage parasite-ridden guys like the one
mentioned above to use the library or Fresh Fields or other so called
public facilities. It seems to me that we would all benefit from them
having their own facility at one or two central locations near where
they hang out, and probably will continue to do so, for a long time.

Health and Human Services, Substance Abuse and Mental Health Services
Administration announces funds to enable communities to expand and
strengthen their treatment services for homeless individuals with
substance abuse disorders, mental illness, or with co-occurring
substance abuse disorders and mental illness.  Local governments and
nonprofit, faith-based and community-based organizations are eligible.
The deadline is June 19, 2002.  Approximately 15 to 17 awards will be
made for $450,000 to $600,000 per year each.  For more information,

OTHER PUBLIC SAFETY ISSUE -- THE FIREHOUSE
The Mayor's Agent had said at his hearing that he hoped to make a
decision on issuing a raze permit at the end of last month. I keep
hearing that the negotiations between the fire department and the
representative of the Historic Preservation Review Board are going
nowhere because the HPRB keeps changing its requests and is asking for
some things that the Fire Department considers to be bad engineering.

My hope is that the Fire Department will go back to the Mayor's Agent
and tell him that they acted in good faith (which they did); could not
come to an agreement with HPRB; and that they plan to stick to the plans
that were approved by the Tenleytown Historical Society and the Fine
Arts Commission.

If the Mayor's Agent does not issue the raze order, then I hope that
Councilmember Patterson will submit legislation to exempt public safety
facilities from the historic preservation process. While they are at it,
the City Council should examine the HPRB's process and see how it can be
streamlined and forced to deal with fiscal reality. From what I have
seen of the process, money and time are no object to the HPRB. However,
they are a reality to anyone who must secure contracts under specific
time frames. Each time an architect makes a change, the cash register
goes kaching! Each time a contractor pulls out of a project or the
project must be rebid, the cash register goes KACHING! KACHING!

The Fire Department has spent more than a half million dollars of our
tax dollars on this project so far. They were issued a raze order in
2000 and we probably would have had a new, state of the art firehouse by
now if they had been allowed to go forward.

CRIME ALERT FROM LT. LOCKERMAN

Crime Alert- We are experiencing a number of robberies in the area.
One- 3400 block of Livingston on 4-30-02 at 7:10 pm
Second- 3700 block of Jenifer St. 5-02-02 at 9:30 pm
Third- 3600 block of Cumberland St. 5-04-02 at 7:00 am

These crimes are within walking distance of one another. Please be on
the lookout for two black males dark complexion Approx. 19 yrs. old slim
build and driving a small tan or light brown vehicle.

These suspects are considered armed and dangerous so Please call 911 if
you see any matching this lookout in the area.

The victims are fine, but shaken.  They were walking alone at the time
of  the robbery.  One victim was an elderly female, one male and one
female. The females were knocked down and their purses were taken and
the male was robbed at gun point.
 
 
 
 

TREE PLANTING REQUEST DEADLINE

Readers of this newsletter will remember my piece of a few weeks ago
about the Casey Tree Endowment program for D.C. and the call for
volunteers to take part in the Citizen Forester training program, which
leads up to the city-wide tree inventory planned for this summer.
Twelve people responded to that call and should now be going through the
training program which Casey Tree is putting on this month together with
the Urban Forestry Administration (formerly Tree and Landscape
Division).  At the field trip for volunteers around Tenleytown today
(April 27) it was announced that all requests from residents for tree
planting have to be in to the city no later than July 15 if the tree is
to be planted this year.
 

 
 

MORE ON STREET PARKING AND ENFORCEMENT

Re: parking issues.  I live in Glover Park and agree with Robert Hyman's
comments about the need for parking enforcement in the neighborhood.  I
definitely don't agree with the proposal to have 4 spaces per block set
aside for caregivers, cleaning people, babysitters, and so on.  You know
who will end up parking in those 4 spots! - those with residential
stickers from other areas, or with no stickers at all (i.e., those
registered out of state).  There should be a special permit available
for each residential area that residents could get for their long-term
caregivers, babysitters, etc.  Otherwise, it is up to the resident to
advise visitors that they should move their cars after two hours.

I also wonder what method of parking enforcement is in use, if any.  If
the police used some type of random but saturated roving enforcement,
where several blocks were enforced for several days, that should
discourage nonresidential parkers.

Hi Carol, I felt it necessary to speak up in defense of the Mayors call
for increased parking fines. Believe it or not many residents are
focused on the problem and NOT the increased revenue derived from
issuing tickets. Solving the parking problems that continue to generate
many complaints means using enforcement as well as education. How many
of the drivers interviewed yesterday live here in the District? If 50%
of the interviewed drivers where "Scofflaws" don't you think that 50%
would be against raising parking violation fines? We are asking that the
current laws be enforced aggressively and that the fines be large enough
to be a deterrent. In response to Janice Reaves, she states "The
emphasis should be on important things like education", obeying the
Districts parking laws and helping the environment by commuting and
leaving her car in Annapolis would be a good educational start for her.
How can she educate young people if she is setting such a bad example?

I am looking for public or private swimming pools in a reasonable radius
from Tenleytown. The cost of membership must be reasonable however. I
have a health condition and my doctor  has recommended swimming as the
best form of aerobic exercise for me to rebuild stamina and strength.
Driving distance can be as far as Bethesda (or possibly Rockville). The
pool can be at a church, health or exercise center, school or
university, centers for aging, etc. I have identified two in health
clubs but the cost per month ranges from $80 - $90 just to use the pool
during the day on a regular basis. If any of your readers have any
suggestions, they would be appreciated.

4904 Wisconsin Ave., NW 2nd Floor. Due to rising cost of rent, I cannot
continue to run the business from this location. I have made every
effort to negotiate with the building owner, but with no success. I have
enjoyed the two years running the business in this neighborhood, and
hope to transfer whatever "look and feel" of the neighborhood I can onto
a web site at www.artwares.biz. If anyone in the community would like to

workshops to children and adults will be making every effort, as a

NEIGHBORHOOD SERVICES COORDINATOR
Introduction: This position is located in the Office of the City
Administrator, reporting to the Director of Neighborhood Services. The
incumbent is directly  responsible for the coordination and
implementation of Neighborhood Services within a specific ward of the
city.  Neighborhood Services coordinates the response of multiple
District agencies to solve persistent neighborhood problems and tailor
scheduled services to meet the needs of that community. The program is
designed to provide neighborhoods with a coordination of  actions by all
agencies that support the goals of "clean and safe" throughout the ward
as well as "healthy and economically vibrant" in targeted areas of the
ward.  The program addresses neighborhood issues whose resolution

geographic areas.  Neighborhood Services provides a comprehensive team

EMAIL SPOOFING EXPLANATION FROM NORTON WEB SITE
Email spoofing:  Some variants of this worm use a technique known as
"spoofing." If it
does this, it chooses at random an address that it finds on an infected
computer as the "From:" address that it uses when it performs its
mass-mailing routine. Numerous cases have been reported in which users
of uninfected computers receive complaints that they have sent an
infected message to someone else.

For example, Linda Anderson is using a computer that is infected with
W32.Klez.E@mm; W32.Klez.gen@mm performs its emailing routine, it finds
the email address of Harold Logan. It inserts Harold's email address
into the "From:" line of an infected email that it then sends to Janet
Bishop. Janet then contacts Harold and complains that he sent her
infected email, but when Harold scans his computer, Norton AntiVirus
does not find anything--as would be expected--because his computer is
not infected.

If you are using a current version of Norton AntiVirus, have the most
recent virus definitions, and a full system scan with Norton AntiVirus
set to scan all files does not find anything, you can be confident that
your computer is not infected with this worm.
