WHEN THE STREET LIGHT HITS YOUR EYES LIKE A . . .
[   Robin_Wolfson@discovery.com --    Does anyone know how one can go
about partially darkening the light that  a street lamp puts out at
night?  I don't want to encourage crime or decrease visibility, however,
I would like to have less light shining in through my bedroom window
shades.]

Yes, I had that very problem.  You need to call the street light
division  and tell them the problem.  Someone from Pepco will come and
replace the lamp with one that shines down and not out. It took about 3
weeks from the time I called.  Be very specific about where the pole is
and what the problem is.  (Mine was the light on the pole in the alley
behind my house; the light shown right into my bedroom window and hit me
right in the face when I was in bed!)

Re. street lights -- DC will place a "shade" to block that portion of
the light that hits the window.

**** I'm glad someone raised this question; I have this problem too. I
was referred to 671-2710 and was told that I would have to put my
request in writing and send it to:

I was told to be specific about the location of  the pole and to get the
number from the pole. Mine was a 10 digit number on a metal band around

MORE ON POLICE DEPLOYMENT

Just to echo some of your comments.  I am very concerned as to where Mr.
Catania got the number sixty percent.  Was this based on a best policing
study?  I have never heard this percentage before in my law enforcement
studies.  As you indicated, throwing uniformed officers at a crime
problem can be ineffective.  Each crime requires a different approach.
The uniform patrol officer serves an extremely useful purpose, but so
does the vice officer, the detective, the K-9 officer, the harbor
officer, the ERT officer, the SOD officer, the station officer etc.
 
 
 

DIFFERENCES IN CRIME REPORTS

I have a question on Crimes in the Hood: I look at the crime reports in
the weekly Washington Post District supplement. There, the number of
crimes reported from AUP appears to be far smaller than in the
Community-E reports? Is my impression correct? Are the two reporting
systems different?  I will be grateful for any light you can shed on the
question.

ANSWER: The Washington Post prints just a subset of the crimes -- four
categories. What they call Thefts/Break-Ins, I call Burglaries. They
have no category for what I list as Thefts, Theft From Auto, Assault,
Simple Assault, Auto Theft, Fraud, Arson, Destruction of Property, etc.
There are ten Part I crime categories. The Post just lists four of

CAT KIDNAPPED BY PEOPLE USING TAXI

Two men ages 20-25, black, 5' 9", put a make-shift leash on my cat and
escaped in a taxi on Fri eve 6 pm, Nov. 2, 2001, at 17th & Riggs Pl NW,
where I live. Three people independently asked them, What are you doing
with that cat? They replied, "Is it your cat?" Each responded, No, but
it belongs to someone on this block. It took four weeks for me to gather
this information but with it I was able to file a crime report with the
3rd District police, until then it was a lost pet.
I fear animal baiting and gaming. I am looking for the cab driver. $500
for info leading to arrest and conviction. Cat is 13 lbs, medium long
hair (fluffy), sandy or buff color with white makings in face, white
throat and white boots. Holds tail straight up in plume. affectionate.

we're off on one of our many trips? We always cut off the newspaper
deliveries but if you could also bring in the mail, that would be great,
too. We live within two blocks of  the Friendship Heights Metro stop.

Anyone know of a person who will clean gutters?? Insurance is a plus,
quoting one price and then coming up with another three times the amount
is a No! .. Looking like they are just cleaning gutters to see what is
in your house is a NO! And complaining that they have to drive to the
house is a definite NO! Anyone think I have had a string of bad gutter
cleaners?? YES!!
