ANC 3F RESOLUTION AUTHORIZING THE PURCHASE OF REPLACEMENT OFFICE EQUIPMENT FOR THE ANC’S OFFICE AT RM C-008, BUILDING 39, UDC, 4200 CONNECTICUT AVENUE, N.W.

WHEREAS, the ANC3F office’s photocopier does not have an automatic document feeder to make the copying of large documents more convenient and quicker; and
WHEREAS, the present copier does not produce color copies; and
WHEREAS, it does not copy two sided document automatically; and
WHEREAS, Commissioners use
facilities with pay per copy photocopying machines for their official copying
at which a single color copy can cost $.79; and
WHEREAS, ANC3F’s printer makes copies at a very slow speed (1-5 ppm b&w; 7-3 ppm color); and
WHEREAS, the ANC’s present
printer does not permit print queuing; and
WHEREAS, the present printer can only print on one
side of a sheet of a paper, resulting in unnecessary expenditures on printing
paper; and
WHEREAS, the ANC’s website has a section for the full text of documents for the use of its constituents, and many of these documents are only available to the ANC in paper format; and
WHEREAS, the Commissioners
are providing more documents electronically, many which have signatures
incorporated; and
WHEREAS, the ANC office does not have the capacity to convert black and white and color paper documents to an electronic format so signatures are faithfully reproduced; and
WHEREAS, the facsimile machine sends and receives black and white pages only; and
WHEREAS, it is a stand alone unit, thus not allowing the sending of facsimiles directly from electronic files.
THEREFORE BE IT RESOLVED THAT: The ANC purchase a new printer/copier/scanner/fax machine to replace the present copier, printer, and facsimile machines in the ANC Office. Any machine would have to :
1. Have an automatic document feeder and queuing capacity.
2. Make color copies in the photocopier, printer, scanner, and facsimile modes at a low cost per page. (the proposed machine’s cost per page estimated at $.083)
3. Make two sided copies in the copier and printer mode.
4. Scan paper documents and pictures and produce PDF documents to reproduce signatures faithfully.
5. Receive and send color facsimiles from paper.
6. Send faxes from electronic files.
7. Be compatible with the ANC’s current computer.
BE IT FURTHER RESOLVED THAT:
The ANC purchase a HP Model 7130 machine which is able to perform all the
functions listed above (see attached) and certain ancillary items.
BE IT FURTHER RESOLVED THAT:
The total expenditure should be no more than $750. The breakdown of
expenditures would be:
HP 7130- $499
USB Connection-$26
Scansoft’s Omnipage 14
Upgrade-- $162 (Scanning
software that creates PDF. The HP scanning software which comes with the 7130
machine does not have this capability)
One extra B/W & one extra color ink cartridge for the HP machine-$52;
and
BE IT FURTHER RESOLVED THAT: the new machine will be kept at ANC3F’s office, Room C-008, Building 39, UDC; and
BE IT FURTHER RESOLVED THAT: the printer will be used solely for the purpose of ANC3F business; and
BE IT FURTHER RESOLVED THAT: the printer will be available to all members of ANC3F; and
BE IT FURTHER RESOLVED THAT: all the replaced machines will be disposed according to DC government disposal procedures.
