ANC3F RESOLUTION RECOMMENDING NO TEST CLOSING OF
SECTIONS OF BEACH DRIVE IN ROCK CREEK PARK

WHEREAS, in 1996 the National Park Service commenced the preparation of a Draft General Management Plan/Environmental Impact Statement for Rock Creek Park and the Rock Creek and Potomac Parkway to be used to guide for the next ten to fifteen years, and

WHEREAS, public comment was solicited and more than 1,000 individuals, elected officials and local agencies and organizations offered comments on the scope of the plan, and

WHEREAS, the planning team in 1997 published four-preliminary alternative scenarios for comment which included permanent closing of all or sections of Beach Drive, and

WHEREAS, the People's Alliance for Rock Creek Park (PARC) has recommended a test closing of sections of Beach Drive during week day non-rush hours, and

WHEREAS, a section of Beach Drive recommended for a test closing is located in ANC3F, and

WHEREAS, the closing of Beach Drive would increase traffic on streets in ANC3F, and

WHEREAS, the National Park Service planning team is developing traffic models to forecast traffic conditions in the surrounding community and analyze the impacts of changing patterns in the park, and

WHEREAS, the draft General Management Plan/Environmental Impact Statement for Rock Creek Park and the Rock Creek and Potomac Parkway is scheduled for release this year,

THEREFORE BE IT RESOLVED THAT ANC3F recommends and urges that there be no test closing of Beach Drive prior to the release and review of the draft General Management Plan/Environmental Impact Statement for Rock Creek Park and Rock Creek and Potomac Parkway.
