WHEREAS, United States citizens who are citizens of the District of Columbia lack voting representation in the U. S. Senate and House of Representatives; and

WHEREAS, the Constitutional provision for a Federal District subject to the Legislative Power of Congress does not justify denial of full voting representation in Congress to residents of this Federal District; and

WHEREAS, Congress has passed legislation to assure full voting representation to American citizens who reside in other Federal enclaves, such military reservations and national parks ­ while denying full voting representation to citizens of the District of Columbia; and

WHEREAS, unrepresented citizens of the District of Columbia are subject to Federal income taxes and other requirements; and

WHEREAS, denial of voting representation in Congress to U.S. citizens who reside in the District of Columbia constitutes a Fundamental Injustice; and

WHEREAS, the mission of the Coalition for DC Representation in Congress Education Fund is to educate the public and the Congress of the United States about the need for citizens of the District of Columbia to enjoy full voting representation in the U. S. House of Representatives and U.S, Senate;

Advisory Neighborhood Commission 3F endorses the Coalition for DC Representation in Congress in its efforts to pursue full voting representation for DC citizens.

Adopted February 14, 2000, by a vote of 4-0-3.
